Rick Karlin is reporting for the Times Union the first of what could be a dozen tanker trucks carrying 58,000 gallons of firefighting foam containing toxic PFAS chemicals are expected to start arriving at the Norlite aggregate plant in Cohoes starting May 19, despite the city moratorium on incinerating such substances. The shipments of aqueous film-forming foam, or AFFF,  are coming at the direction of the U.S. Department of Defense. The defense department has a five-year contract with Norlite’s parent company to incinerate the waste. The Cohoes Common Council has imposed a year-long moratorium on the burning, setting up a legal confrontation between the city, the state and the federal government. Cohoes Mayor Bill Keeler said, as far as he’s concerned, the moratorium remains in place. “They cannot incinerate it here,” said Keeler. “The Department of Defense has to get that message. I do not think Norlite would break the law.” A Department of Defense spokesman said the agency could not comment since its contracts to have the foam incinerated are currently in litigation.
