Cuomo won't stop trick-or-treaters

Rachel Silberstein reports for the Times Union that on Sept. 15 Gov. Andrew Cuomo said he will not ban trick-or-treating this Halloween despite the coronavirus pandemic. "If you want to go for a walk with your child through the neighborhood, I'm not going to tell you you can't take your child to the neighborhood," he said. "I'll give you my advice and guidance and then you will make a decision about what you do that night." Cuomo said New York will release safety guidelines for Halloween, but did not say when.
