Bill Mahoney in Capitol New York reports that new elections enforcement counsel Risa Sugarman has not been enforcing fines against candidates who file their contribution information late. At the Board of Elections meeting last week, Democratic co-chair Douglas Kellner asked her about it. "The problem I’m getting is that we have this long hiatus now where there has been no enforcement at all against the non-filers. I mean it’s your call—you’re independent, and you’ve decided you don’t want to do it,” Kellner said. Sugarman was appointed to the new position in 2014 by Governor Andrew Cuomo, who called it one of the “major achievements” that justified the dismantling of the Moreland Commission to Investigate Public Corruption.
