On September 30, 2009, the New York State Department of Environmental Conservation (DEC) released a Draft Supplemental Generic Environmental Impact Statement (DSGEIS) regarding well permit issuance for horizontal drilling and high-volume hydraulic fracturing to develop the Marcellus shale and other low-permeability gas reserves. DEC received thousands of comments and on September 7, 2011, released a revised DSGEIS. The purpose of this hearing is to solicit public input on the revised DSGEIS.
