PSC electric siting board talks Hecate

Daniel Zuckerman is reporting for Columbia-Greene Media on the meeting held last week between Coxsackie elected officials, residents and state representatives about Hecate Energy’s proposed 50-megawatt solar farm planned for the vicinity of Farm to Market Road. Two administrative law judges ruled on the distribution of intervenor funds, earmarked for use by applicants to cover expenses incurred by municipal and local parties as they participate in the pre-application scoping process and subsequent administrative proceedings. The town and village will use the funds for attorney fees, Mayor Mark Evans said after the meeting. In addition to the town and village, funds were also awarded to the Sleepy Hollow Lake development and to Saving Greene, a civic group opposed to the project. The meeting also marked the beginning of the stipulation process, which determines what will be studied and included in Hecate’s application, Hecate Energy Development Director Gabriel Wapner said. The project will continue to be adjusted to fit the needs of the community, he added. The project layout and proposal were included in Hecate’s preliminary scoping statement submitted to the state Department of Public Service on May 29, Wapner said.
