Bill would keep 'State' speech in Albany

State legislators are so mad that Gov. Andrew Cuomo bypassed them and instead gave six "State of the State" speeches in different locations this year, that two of them have are attempting to amend the state's Constitution to make sure it does not happen again. James Tedisco and Phil Steck introduced a bill Jan. 10 to keep the State of the State at the Capitol, proposing an amendment to section 3 of article 4 of the Constitution.
