Cairo, New Baltimore make most distressed list

NewYorkUpstate [dot] com has released its list of the 50 most fiscally distressed places in upstate New York. Data collected by the public policy research organization Economic Innovation Group used seven criteria to identify communities with low economic well-being to create its "distressed communities index." The factors used to compile the ranking were: adults without a high school diploma; the poverty rate; prime-age adults not working; housing vacancy rate; median income ratio; change in employment; and, change in establishments. The report used the most current five-year estimates from the U.S. Census Bureau. According to the survey, the Hamlin Park neighborhood of Buffalo is the most distressed zip code statewide with a poverty rate of 36.3 percent and nearly 47 percent of its adult population out of work. The town of Cairo was ranked fourth, with a poverty rate of 19.2 percent and 52 percent of its adults not working. New Baltimore was the only other local town to make the list.
