Greene County reinstates nepotism policy that was ignored, and may be unenforceable or illegal

Sarah Trafton reports for Columbia-Greene Media that after the Greene County Sheriff hired his own son last year in violation of a county nepotism policy, legislators voted Feb. 19 for virtually the same policy that they say may be illegal or unenforceable. The story is loaded with contradictions. Greene County Administrator Shaun Groden said he was working on language changes for the nepotism policy with the state Civil Service Office. But the Department of Civil Service said it has not been contacted by Greene County officials on the issue. Groden said last year that if he qualified through the civil service test. Matthew Seeley could not be hired until December, after his father Sheriff Greg Seeley retired. Then, five weeks later, Groden said Seeley had been hired. Now the nepotism policy reads, "Greene County will avoid the practice or appearance of favoritism in hiring and the assignment of employees. Therefore, an employee’s immediate relative will not be hired or assigned to a position under the direct supervision of the current employee.” The only change is the phrase “under the direct supervision” used to read, “within the chain of command.” In the story, county officials and legislators speak no ill of relatives hiring each other with taxpayer money.
