Ryan signs law to make it illegal to dump out-of-county debris, waste in Ulster

MidHudsonNews [dot] com is reporting Ulster County Executive Patrick Ryan, October 23, signed into law that makes dumping out-of-county construction debris and other wastes illegal and potentially a crime. Ryan said Ulster County will not tolerate any action that “threatens our environment and the health and public safety of our residents.” He said the local law “makes it abundantly clear that what [Joseph] Karolys and other polluters have been doing in Ulster County is illegal.” “This law is yet another tool that law enforcement can use to stop illegal dumping in Ulster County,” said county Legislator Mary Wawro. The law also states that refuse collected, obtained or originating outside of Ulster County is prohibited from being deposited within the county. Each violation constitutes a misdemeanor punishable by a fine of not more than $2,000 or by imprisonment for no more than six months or a combination of both.
