Local governments compete for funds under Cuomo plan

Matthew Hamilton in Capitol Confidential reports that Governor Andrew Cuomo's rebranding of the awarding of funding as "competition" went further Nov. 10, with local governments "competing" to lower costs to get more funds. "As part of the Municipal Consolidation and Efficiency Competition, teams of two or more local governments will submit plans showing how government consolidations and restructuring will yield property tax reductions.
