Greene calls for phased state takeover of mandates

Kyle Adams is reporting in The Daily Mail the Greene County Legislature is backing a proposed alternative to the two-year property tax freeze included in state 2014-15 budget. In place of the freeze, the Legislature calls on the state to bear the costs of mandates imposed on local governments to ease the local tax burden. In a resolution passed unanimously Wed., Apr. 16, the Legislature argued a phased state takeover of the costs of the state's mandated human services, starting with Medicaid, would provide immediate and measurable tax relief at the local level. The tax freeze, proposed by Governor Andrew M. Cuomo, will hold property taxes to their current levels for two years by way of a state-funded rebate to taxpayers equal to any local increase for municipalities that stick to the state’s tax cap and make a detailed plan for sharing or consolidating services.
