Gov. Andrew Cuomo announced April 6 that, in the just-passed 2019 Budget in Albany, is a provision mandating changes to New York's Uniform Building Code requiring all new or substantially renovated buildings with publicly accessible restrooms to provide changing tables and lactation rooms. This applies to businesses, and state facilities. Changing tables will be available to both men and women, with at least one changing table for both genders per publicly-accessible floor.
