If you want a drink to go, you must now order food, Cuomo says

Steve Barnes and Chris Bragg report in the Times Union that as cases of coronavirus inch back up across the Hudson Valley and New York State, Gov. Andrew Cuomo started rolling back the state's reopening on July 16. He announced bars and restaurants must now sell food with any alcohol orders. So Harvey’s Irish Pub in Saratoga Springs started selling “Cuomo Chips” for $1, to get somewhat around the governor's new mandate. The new regulations are: "For each patron in a seated party, an item of food must be purchased at the same time as the purchase of the initial alcoholic beverage(s). However, one or more shareable food item(s) may be purchased, so long as it/they would sufficiently serve the number of people in the party." As with many other news reports about changing Cuomo COVID orders, it included this sentence, "It was unclear what agencies would be responsible for enforcement."
