Andrew Cuomo signed a bill Sept. 18 extending the statute of limitations for second degree rape from five to 20 years, and 3rd degree rape to ten years. "Five years is an insult to these survivors and today we’re providing them more time to come to terms with the trauma they experienced and to seek justice,” Cuomo said.
