Cuomo offers plan to fight corruption

Thomas Kaplan reports in The New York Times Gov. Andrew M. Cuomo, responding to the arrests last week of two state lawmakers on bribery charges, said Tues., Apr. 9, he would propose legislation that would make it easier for district attorneys to prosecute public corruption. The legislation would stiffen penalties for rogue politicians. Cuomo also said he would seek to make it a misdemeanor for any elected official or government employee to witness bribery and fail to report it. Cuomo's proposals were somewhat technical in nature, and the Legislature has considered similar measures for several years, but the announcement showed how the latest scandals have abruptly reshaped the legislative session. Three months ago, in the annual State of the State Address, Cuomo never said the word corruption, even though he vowed to clean up state government when he campaigned for governor in 2010.
