Ulster Co. reports surplus in 2018, but warns of tougher times ahead

Patricia Doxsey is reporting for the Daily Freeman Ulster County Finance Commissioner Burt Gulnick on April 30, filed a financial report with the state indicating federal reimbursements owed to Ulster County from prior years, higher-than-anticipated sales tax revenues and efforts to hold the line on spending kept the county government in the black for 2018. The county spent almost $10 million less that the $323.5 milliion budgeted for last year. The most notable savings were in the general-fund budget, where the bulk of county spending is allocated. "I think we did well in 2018," Gulnick said. "We didn't have to use the fund balance we appropriated, we held expenses and we got the revenues we needed to support our budget. However, in a press release later that same day, Gulnick again signaled there could be rough financial times ahead. Much of the surplus the county realized in 2018 was the result of $1.34 million received from the federal government based on prior-year claims. He also cited the anticipated loss of revenue resulting from Greene County's recent decision to no longer house its incarcerated in the Ulster County Jail, as well the Department of Public Work's over time costs as significant and of particular concern.
