Matthew Hamilton in Capitol Confidential reports Gov. Andrew Cuomo wants to stop motorists from using their cell phones when their vehicle is not in motion. Currently, the law allows drivers to use cell phones if the car is on a roadway but not moving. Cuomo proposed two phone policies in his "State of the State" addresses.
