The New York State Department of Environmental Conservation (DEC) and TCI of NY, LLC entered into an an order on consent agreement that outlines what TCI must do to cleanup of the West Ghent facility after a second fire there this year on Aug. 1, DEC Commissioner Joe Martens announced Thu., Aug. 23. The agreement calls for plans to ensure the safe dismantling and demolition of all remains at the site and the proper treatment and disposal of any remaining petroleum or other waste material resulting from the fire. It will also allow the on-site treatment of any stormwater, as well as the investigation of the area surrounding the building footprint and outlines the requirements for additional environmental testing at the site. TCI must prepare a work plan for DEC's approval that details the demolition and dismantling of the site. The work plan must include a sampling protocol to determine the proper disposal methods for the debris as well as determine the level of contamination left after the debris is removed so proper cleanup methods can be implemented. Before any stormwater can be discharged at the site, TCI must test the water and, if any low levels of PCBs are detected, must treat the water to remove the PCBs to meet very stringent water quality standards. The treatment must continue until DEC determines it is no longer necessary based on water sampling. TCI must also prepare a work plan for DEC's approval to investigate areas of the site that are outside the immediate building footprint and conduct additional onsite sampling of the septic system, the onsite water supply well and areas of the site where stormwater may have been discharged. New York Governor Andrew Cuomo and his staff recounted state aid in the wake of the damage wrought by Hurricane Irene and Tropical Storm Lee one year ago with a report – "NY Responds" – released Thu., Aug. 23, detailing $574 million in state aid distributed affected by the storms. Over the past year, more than $277 million was provided in direct aid programs for families, individuals, businesses, farms, and localities throughout the state, including $137 million to the seven hardest hit counties: Broome, Delaware, Essex, Greene, Orange, Schoharie, and Tioga. To date, 774 farms and 741 businesses have received direct aid from the state, according to Cuomo. Wayne Speenburgh, Republican Chairman of the Greene County Legislature, joined Cuomo and said, "Greene County, particularly the Town of Prattsville, saw firsthand the devastation caused by Irene. I thank Governor Cuomo and his administration for their aid and support during this past year. No one could have done a better job. Their commitment has never been forgotten and we look forward to continuing to partner with them as we continue to rebuild." Greene County got $46.7 million in aid, $33 million in transportation costs, $9.1 million to municipalities, $1.7 million to environmental projects, a little over a million each to businesses and families, and $400,000 for farms.

Matt Bua and Sam Sebren host a live program Sat., Aug. 25 from 7-9 p.m. from WGXC's Catskill studio, featuring Travis John's "Bioprinting" project. Audience members are encouraged to turnout in person (344 Main Street, Catskill) to experience the visual aspects of the event. "Bioprinting I – Cold War Aesthetics and Modern Vermiculture" is a generative installation in which biological specimens, namely common earthworms, are utilized to create digital prints by way of re-purposed radio-technology. Travis utilizes a primitive radio device, reverse-engineered to permit the encoding of any two audio signals into a single, modulated output. As inputs, two metallic containers containing approximately thirty earthworms each are affixed to an array pf contact microphones, enabling the movement of the worms to be amplified to a level capable of triggering the radio. Once encoded, the signal from the worms is input into a computer running open-source slow-scan radio software, originally designed to decode imagery from space flights during the Cold War (and still utilized on the International Space Station), though primarily currently used only by a small niche of ham radio operators. As the modulated worm signals are not encoded to fit within the algorithms of any particular radio protocol, the rendered images in turn become abstract chance operations in which a technological/biological symbiosis exists. Travis John's Bioprinting is included in the exhibition "MArk on Main," Masters on Main Street's summer exhibition series in collaboration with The New York Foundation for the Arts’ Curatorial Program from the Greene County Council on the Arts (GCCA). Tom Casey is reporting in the Register Star Vincent Benic Architect of Manhattan has been chosen as the designer for the new Hudson Area Library space in the Armory building located at 51 N. Fifth Street. The 114-year-old building is owned by the GalVan Initiatives Foundation. The library will be located in the drill shed portion of the 36,000 sq. ft. structure. Galvan's Executive Director Tom Swope called Benic's selection a significant milestone, and said the foundation was excited to move forward with the project. The Benic firm provides architectural and planning services for commercial, institutional, and residential projects. Among its projects: The Brooklyn Central, Williamsburg and Fort Hamilton libraries. GalVan has committed $1.2 million for renovations, while the library will be responsible for furniture, fixtures and equipment, at an estimated budget of $500,000. Melanie Lekocevic reports in The Daily Mail the Town of Athens has officially declared itself an “interested party” in the proposed takeover of utility company Central Hudson by Canadian-based Fortis, Inc., in an effort to encourage the prospective new company owner to bring natural gas to the town and village. The takeover transaction, approved by Central Hudson stockholders and the Federal Regulatory Commission, is still awaiting a sign-off by the Public Service Commission in order to take effect. Deputy Town Supervisor Gene Hatton recently offered the Athens Village Board an update on the town’s efforts. He noted, although an active natural gas main exists along the railroad tracks by the Schoharie Turnpike, extending the line through the town and village will be determined by convincing Fortis enough property owners are interested in switching over to natural gas to make it viable for the company to put in the infrastructure. Thomas Kaplan is reporting in The New York Times as Gov. Andrew M. Cuomo’s administration finishes up new regulations on where and how to allow high-impact hydraulic fracturing in New York, groups on both sides of the issue are turning to the airwaves in a late-inning effort to press their cases. Advertisements are appearing in the state's Southern Tier, just north of the Pennsylvania border where the Marcellus Shale rock formation is rich in natural gas, and where communities may have to give local approval for drilling to be allowed in their area, under a plan being pursued by the administration. The state Department of Environmental Conservation, which received tens of thousands of submissions in a public comment period that ended in January, has not yet revealed when it will release its proposed rules on hydraulic fracturing. Opponents of the technology, also known as hydrofracking, are working with an increased urgency amid speculation that Cuomo’s administration will finish its work soon. Nathan Mayberg reports in the Register Star the Columbia County Board of Supervisors Public Safety Committee approved the adoption of the CodeRed emergency notification system, Tues., Aug. 21. The decision came as a response to the Aug. 1 fire at TCI of New York in West Ghent. The new notification technology will cost nearly $22,000 a year as part of a three-year contract with the Florida-based Emergency Communications Network. The full board will be asked to approve the agreement at a special meeting, Mon., Aug. 20. CodeRed would provide the county an interactive community notification reverse 911 system, with the ability to reach residents with or without landlines. Landline users will receive emergency notifications automatically, while cell phone users may have to enroll for services. Notifications can also be received via text, email or social media. Tom Casey reports in the Register Star Hudson's South Bay is now designated a “significant coastal fish and wildlife habitat" by the New York Department of State. The ecosystem, which includes a freshwater tidal creek and intertidal and supratidal swamp, is very rare in the state. The matter will now move on for federal consideration. The designation means the DOS and other state agencies will now review any projects undertaken in the area. Under the guidelines, land and water uses or development are banned if those actions would “destroy the habitat” or “significantly impair the viability of a habitat," Casey writes. The state Labor Department today released local area unemployment rates for July 2012. In Columbia County the unemployment rate rose .7 percent, from 7.2 percent in July 2011 to 7.9 percent, last month. In Greene County, the unemployment rate increased a full 10 percent, from 8.4 percent in July 2011 to the current rate of 9.4 percent. The lowest unemployment rates were reported in Hamilton, Tompkins, Yates, Putnam, Ontario and Saratoga counties. Statewide, the percentage of job seekers re-entering the labor force, or entering the labor force for the first time, increased 9.8 percent from July 2011 to July 2012. By comparison, the nation showed a 0.4 percent increase during the same period.

Sporting licenses went on sale Aug. 13, and all new hunters or trappers who want one must first complete a mandatory hunter or trapper education course through the New York State Department of Environmental Conservation (DEC). John Mason reports in the Register Star farmers from throughout the region came together for the Hudson Valley Farmers Forum at Columbia-Greene Community College, Mon., Aug. 20. During a Q&A with a panel of government officials that included U.S. Rep. Chris Gibson, state Sen. Roy McDonald and Assemblywoman Didi Barrett, the obstacles faced by young farmers became apparent, according to Mason. Concerns raised during the discussion included: Problems with the federal certification program for seasonal, non-immigrant foreign workers, the challenge of finding viable, affordable farm land in the Hudson Valley, buying local, the pressure of increasing tax rates and the importance of passing the federal Farm Bill. • The Register Star is reporting cleanup at the TCI of New York site in West Ghent appeared to have begun, Mon., Aug. 20, but a "scheduling glitch" will now delay the work until later in the week. A 24-hour security staff is patrolling the area, which is surrounded by a tall chain-link fence. Miller Environmental Group, Inc., an environmental response, remediation and restoration services company, is in charge of the cleanup. The company has offices throughout the northeastern U.S., including Albany. Miller reports its client base consists of petroleum companies, chemical manufacturers and processors, and utility companies.
