One week after its presentation to the Athens Town Board, the newly established Athens Citizens Development Committee was present for a meeting of the Athens Village Board, Mon., Nov. 25. Committee spokesman Ralph Favicchio ((fah-VEE-chee-oh) offered a statement laying out the group's position on several power line projects currently under consideration for Athens. Favicchio specifically called for the Village Board to oppose the West Point Partners buried DC power lines project. Board member Bob June asked what aspects of the West Point project were of the greatest concern to the group and Favicchio responded PLAY (5:10). Athens Mayor Chris Pfister stated it is so far unclear what the benefits of the West Point project would be for the village PLAY (1:30). Former village mayor and Athens Citizens Development Committee member Andrea Smallwood spoke about the decision to locate the WPP converter station on land zoned Rural Residential and Open Space Conservation. PLAY (2:02) Those zoning designations were created as part of the Athens 2007 Comprehensive Plan. The Comprehensive Plan was partially state funded and created to support and preserve the quality of life in Athens, Smallwood said. The power line projects currently under consideration are all part of Governor Andrew M. Cuomo’s Energy Highway initiative to bring additional power downstate. None of the projects provide power to Athens or other communities in the region. Merry Sheils is reporting in the Columbia Paper the Columbia County Board of Supervisors has accepted an appraisal of the former Ockawamick (AH-kah-WHAH-mick) School, setting the value of the building at $700,000. The county paid $1.5 million for the property located on Route 217 in Claverack five years ago. The building is presently used primarily for storage. At the time the county bought the 77,600-square-foot structure and the 24 surrounding acres in 2008, the plan was to use it to house the county Department of Social Services, the Probation Department and other county agencies. Public opposition to relocating public service agencies outside the city of Hudson, along with the cost of rehabilitating the building for use, thwarted the county's plans. Arthur Cusano is reporting in the Register Star the Greenport Planning Board will consider two site plan applications for two housing projects Tues., Nov. 26. The board will hear an update on plans for the former Greenport Elementary School, located at 158 Union Turnpike. The construction group JMS Collective of Athens plans to convert the property into a four-story, residential housing complex. It is not yet known how many units or what kind of housing is planned. Also on the Planning Board agenda is a proposed affordable-housing apartment complex on Joslen Boulevard. Adam Clayton reported in the Register Star more than 100 residents from the area and surrounding counties packed Livingston’s Town Highway Garage for an informational meeting on the proposed power line expansion, part of Gov. Andrew M. Cuomo’s New York State Energy Highway initiative. Cuomo’s plan includes tripling the voltage output of the existing lines and increasing tower heights by 15 to 65 feet. Speakers included Koethi Zan, director of Protect Ghent; farmer and Livingston Councilman Will Yandik; Daniel MacKay, of the Preservation League of New York State; Hayley Carlock, an environmental advocacy attorney; and Greg Quinn, of Concerned Citizens of Clinton. Each took to the podium to speak about their experience and knowledge of the proposed power line expansion. Jim Denn, director of public affairs for the Public Service Commission, also attended and fielded questions during the public forum. As reported by Tom Roe for WGXC, Palenville and Athens may have new radio stations soon, as non-profit groups in those towns have filed applications with the Federal Communications Commission for low-power FM stations. Applications from the jazz non-profit Planet Arts, from New York City/Athens, and the Maetreum of Cybele, Magna Mater, Inc., a “pagan” non-profit in Palenville, face no competition, and the FCC says it will attempt to get such “singletons” on the air as soon as possible. The Palenville group claims the signal will cover Catskill, Saugerties and into Columbia County on 102.9-FM. Planet Arts is a jazz record label run by Catskill’s Thomas Bellino, looking to air jazz programming on either 93.9-FM or 96.7-FM in Athens, Hudson and Catskill. Melanie Lekocevic reported in The Daily Mail the Athens Town Council last week adopted its 2014 budget, which includes a two percent tax levy increase, falling within the state's mandated tax cap. The budget includes several line item increases, including a 1.5 percent salary hike for all non-union town employees, including Town Council members. The spending plan also includes $15,000 for a new computer server, and attorney and consultant fees related to the proposed energy projects under consideration. The Council adopted the budget on a unanimous vote. Jessica Mosier reported Durham officials also adopted the town budget for 2014 at the Town Board’s recent workshop meeting. The spending plan totals $2.36 million and requires a tax rate increase of 13 cents per $1,000 of assessed value, over the 2013 rate.

According to a report released last week by Citizens for Responsibility and Ethics in Washington, candidates for federal office have benefited from companies operating hydraulically fractured wells, as well as trade associations that support the fracking industry. Among the recipients of the industry's largesse during the 2010 election cycle were Representative Chris Gibson of Kinderhook, along with Senators Kirsten Gillibrand and Charles Schumer of New York. The industry increased its contributions to House and Senate candidates by more than 200 percent between 2004 and 2012. Read the full report online at the CREW website.

Melanie Lekocevic reports in the Ravena News-Herald that the Lafarge cement plant must finish renovations June 30, 2016. The "modernization" plan for cleaner emissions (a dry kiln, for instance, replaces two wet kilns) originally was to be complete by Jan. 1, 2015. But the United States Environmental Protection Agency and the New York State Department of Environmental Conservation have signed off on the extension. Under the new agreement Lafarge must spend $1.5 million on projects that will benefit the local environment. "The details of those investments have yet to be worked out, but are expected to be determined in conjunction with public hearings with the surrounding community. They could include things like weatherization for low-income housing, energy efficiency and renewable energy projects at local municipal buildings, or installation of an upgraded heating system in the school district," Lekocevic writes. Recently WikiLeaks released "the secret negotiated draft text for the entire TPP (Trans-Pacific Partnership) Intellectual Property Rights Chapter. The TPP is the largest-ever economic treaty, which encompasses nations representing more than 40 per cent of the world s GDP." WikiLeaks is sparking a public debate about the contents of this agreement that wasn't possible when the agreement was secret from public opinion. The TPP is much more than a trade and tariffs agreement, it will give transnational corporations greater control over our food policies, Internet access, medicines and health care, the environment, regulation of banks and labor standards. The TPP provides for trade tribunals permitting corporations to sue governments for the loss of expected future profits,if a country passes an environmental or a health law that will cost the corporation money. Planet Arts is a jazz record label run by Catskill's Thomas Bellino, looking to air jazz programming on either 93.9-FM or 96.7-FM (there are two applications online) in Athens, Hudson, and Catskill. He has put on occasional jazz concerts at the Athens Cultural Center, and puts on jazz shows regularly in New York City. In all, New York had 65 applications for low-power stations, most in non-competitive situations. In the Hudson Valley, two groups that applied in the 2007 full-power application window made second attempts: Birds of a Feather in Woodstock (104.1-FM), and the Sanctuary for Independent Media in Troy. In Troy, five applicants are vying for the same 92.7 frequency. In Dutchess County, a new community group in Amenia is likely to begin broadcasting at 107.7-FM, and "Pawling Public Radio" hopes to occupy 103.7-FM. In Albany, the Grand Street Community Arts group is likely to receive permission to broadcast at 107.1-FM. Upper Room Ministries of Richmondville applied for 105.9-FM in Stamford in Delaware County, and, in Poughkeepsie, New York Catholic Radio applied for 94.7-FM. The stations without competition will all likely get construction permits if their applications are in order. Non-profit groups could apply for low-power FM stations on available frequencies from Oct. 17-Nov. 15.

Lissa Harris in The Watershed Post reports that Roxbury-based community radio station WIOX, a full-power FM station at broadcasting on 91.3 since its start in 2010, is merging with WSKG, a larger public radio and TV corporation in Binghamton. Since April WIOX has broadcast some WSKG programming. In September, the Roxbury town board passed a resolution to transfer WIOX's broadcast license to WSKG, subject to approval by the Federal Communications Commission (FCC). "The radio station's FM broadcasting license will be sold by the town of Roxbury to WSKG for the sum of one dollar, plus a commitment to maintain a local radio station for the next three years," according to the Watershed Post. Station manager Joe Piasek remains at WIOX, and said that WSKG is planning to make investments in the Roxbury station's infrastructure, as the antenna is currently hung on a town building, rather on a tall mast. WSKG reaches 21 counties in New York and Pennsylviania through nine radio frequencies and nine public TV channels. Read the full story in The WaterShed Post.

Jim Planck is reporting in The Daily Mail the Town of Hunter adopted its $3 million 2014 budget Tues., Nov. 19. The spending requires a tax levy increase town residents of one-quarter of one percent. In the villages of Tannersville and Hunter, however, the levy increase is 4.25 percent. The town anticipates the purchase of a dump truck, a tractor and a snowplow in the coming year. The budget provides for increased costs in fire service and police personnel services. Town-only employee benefits, specifically hospital and medical insurance costs and state retirement, decreased. Barbara Reina is reporting in the Register Star the Ichabod Crane Board of Education has appointed Suzanne Guntlow primary school principal. Guntlow is replacing Shannon Shine, who is now superintendent of the Galway Central School District. Ichabod Crane Superintendent George Zini said more than 100 candidates applied for the position. Guntlow previously served in various capacities within the Watervliet City School District, including director of K-12 literacy and director of pre-kindergarten. She also served as the assistant principal for both the elementary school and the junior/senior high school. Prior to becoming an administrator, she was a classroom teacher for 12 years. The Associated Press is reporting on the 50th anniversary of the death of President John F. Kennedy, a new website launching Mon., Nov. 25, will take the focus from past to future by asking people of all ages — even those who were not alive when Kennedy died — to share their thoughts about how he has inspired them. The site, an idea lives on [dot] org, is part of the JFK Library and Museum's commemoration of the anniversary, which is Fri., Nov. 22. The museum also plans a new exhibit of never-before-displayed items from Kennedy's three-day state funeral, including the flag that draped his casket and notes written by First Lady Jacqueline Kennedy. The Kennedy Library Foundation, a nonprofit that raises money to support the library, is spearheading the project. The foundation hopes visitors will upload their own photos, videos, written messages and tweets to answer the question "How do the ideals of John F. Kennedy live on in your life today?" Ariel Zangla is reporting in the Daily Freeman the Greene County Legislature Wed., Nov. 21, adopted a $103.04 million budget for 2014. The spending plan will require an increases in the county’s overall tax levy by 5.76 percent, within the state’s property tax cap. The budget was adopted on a vote of 11-3. "No" votes were cast by Catskill legislators Vincent Seeley, Joseph Kozloski and Kevin Lennon. Kozloski and Lennon are Democrats; Seeley is a Republican who caucuses with the Democrats. Seeley and Kozloski said they voted against the budget because they felt the levy increase was too high. Legislature Chairman Wayne Speenburgh said he had asked for input from members during the budgeting process. He said he received no input from those who voted against the spending plan. Arthur Cusano is reporting in the Register Star a building at Love Apple Farm on Route 9H in Ghent was destroyed by fire, Wed., Nov. 20. Firefighters responded at 7:30 p.m. and continued to battle the blaze into the night. No one was in the building at the time of the fire. A family in a trailer located at the rear of the building was evacuated. The cause of the fire has not been determined. The farm stand closed for the day at 5 p.m. and co-owner Donald Golden reportedly left the building for home at 6:30 p.m. Golden said the business was scheduled to shut down for the season the Sunday after Thanksgiving. The farm was owned for more than 40 years by Chris and Randae Loken. It was sold to Golden and Francis Greenburger in September 2012. The farm offers fresh farm products and baked goods. Jim Planck is reporting in The Daily Mail the Catskill Town Board was updated on the Leeds sewer project at its regular meeting, Wed., Nov. 20, learning roadside archaeological test pits are set to begin. A representative of Delaware Engineering told board members the small diggings will be used to determine if any archaeological resources are located along the proposed route of the sewer mains. Past discussions have indicated that little, if anything, will be found. The roadsides were extensively dug up and disturbed during the 20th century. The required official map plan and report to form the sewer district are expected to be completed over the coming months. Read the full story in The Daily Mail.

On Tues., Nov. 19, voters in the Chatham Central School District overwhelmingly rejected a resolution to authorize a $13.8 million capital project, a key part of the district’s proposed consolidation plan. Katie Kocijanski reports in the Register Star a total of 1,149 district residents went to the polls -- 668 voted against and 481 voted in favor of the measure., with 38 absentee ballots still to be counted* Board of Education President Melony Spock said the vote was a clear indication the plan was not something the community could support, but, she said, the consolidation of schools will move forward nonetheless. PLAY (:28) Superintendent Cheryl Nuciforo said the district will spend time over the coming weeks deciding what comes next. PLAY (:12) Chatham Central parent Wayne Coe called the outcome a "vindication" for referendum foes. PLAY (:13) Under the consolidation plan, Chatham Middle School will be closed and consolidated with the high school, making Chatham a one-campus district. The bond would have financed a build-out of Chatham High School and the Mary E. Dardess Elementary School, including the addition of a gymnasium, an orchestra room and fitness center, as well as classroom and cafeteria renovations.
