Arthur Cusano and Adam Clayton reported in the Register Star nearly 500 National Grid customers in Claverack went without power for more than five hours after a transformer exploded at approximately 4:30 p.m. Fri., Jan. 3. A new transformer was was installed shortly after 10 p.m., Town Supervisor Clifford Weigelt told the paper. The A.B. Shaw Fire Company on Route 23 was opened as a warming shelter during the outage.

Melanie Lekocevic reported in The Daily Mail a new era has begun in Coxsackie town government. For the first time in eight years, a Republican is at the helm of the Coxsackie Town Council. Newly elected Town Supervisor Rick Hanse took the oath of office last week, replacing Democrat Alex Betke, who chose not to seek reelection. Hanse said he looks to lead the town by consensus and by working with his fellow council members. Hanse told the paper, “I am not a person who likes to work by committee because a committee to build a horse designs a camel. I want to build consensus among the board — we have a lot of different talents on this board and we should take advantage of that.”

Jordan Carleo-Evangelist reported in the Times Union Assemblyman Steve McLaughlin all but shut the door on a run for governor last week, saying he has concluded he could not raise enough money to credibly challenge incumbent Democrat Andrew M. Cuomo. McLaughlin, who was first elected in 2010 and has become a vocal critic of Cuomo, said it appears to him the GOP establishment is coalescing behind Westchester County Executive Rob Astorino. Republican McLaughlin represents northeastern Columbia County and most of Rensselaer County in the 107th Assembly District.

Joe Gentile reported in the Register Star the Philmont Public Library has again received national recognition from “The Library Journal” as one of the 263 Star Libraries of 2013. Since 2009, the Philmont Public Library has appeared in the Journal’s Star Library constellation no fewer than six times, Library Director Karen Garafalo told the paper. The library received the journal’s five-star designation in 2010. Libraries are scored based on the number of recorded library visits, program attendance, circulation data and Internet use, per library patron. Other libraries within the Mid-Hudson Library System recognized by the Journal include: the Windham Public Library, the Tivoli Free Library and the Red Hook Public Library.

Rick Karlin reported at Capitol Confidential an appeal has been filed to the ruling last week that upheld most of the New York SAFE Act. Plaintiffs in that case include the state Rifle and Pistol Association. The case now goes to the federal appeals level. In the decision delivered last week, U.S. District Court Judge William M. Skretny said the year-old law passed constitutional muster with one notable exception: He knocked down the seven-round limit for gun magazines.

Bitterly cold temperatures and dangerous wind chills will continue to move south and east through the U.S. the early part of the week. This arctic airmass will affect the eastern two-thirds of the country on Monday as a sharp cold front moves towards the East Coast. The cold temperatures will remain in place through mid-week before a warming trend begins. Locally, the National Weather Service in Albany has issued a Hazardous Weather Outlook for the region, including Columbia, Greene, Albany, Dutchess, Rensselaer and Ulster counties, for Monday. Wind chill readings may drop to less than -15 or -20 late Monday night. The cold temperatures may continue through Wednesday morning.

Susanne Craig and Jesse McKinley report in The New York Times that Gov. Andrew M. Cuomo plans this week to announce an executive action that would legalize medical marijuana in New York. Cuomo’s plan will be far more restrictive than other laws in Colorado or California, allowing just 20 New York hospitals to prescribe marijuana to patients with cancer, glaucoma, or other diseases deemed worthy by the New York State Department of Health. Michael Ryan in The Daily Mail reports that the telecommunications tower planned for Windham and moved to Jewett is now late. He writes a lot about mind-reading, but still can't get the reason for the tardy completion of the tower out of Greene County Administrator Shaun Groden. Winter's onset, apparently, could not be forseen. “While I'm happy the ski slopes are open, I would have preferred another 2-3 weeks of work," he quotes Groden. "The work that has been completed has been the type that is technical and time-consuming. For example, the electrical grounding evaluation needed to assure safety or protection from lightning strikes was massive and took weeks to finish. Who would have thought?" The project, Ryan writes, is in response to Tropical Storm Irene which revealed missing links in the chain of police, fire, and ambulance emergency communications. A $892,000 grant from the New York State Division of Homeland Security and Emergency Services was to complete the tower by this March, the first of several to be installed in Greene County. Groden says the lateness is not a problem, and claims verbal approval from the state for an extension of the completion deadline. Jewett volunteer firefighters requested the tower be called the Jewett Tower, rather than the Windham Tower, since its site move. “I can certainly shift the [identification] of the tower from Windham to Jewett, or a combination of both,” Groden wrote. “But I have to admit, usually installation of towers is controversial and no one wants to be associated with them. Leaving out any connection to you and the town was thought as a better project identification. But we can change it.” Read the full story in The Daily Mail.

This may be one of this season's best skiing weekends, after over a foot of very fine, light snow fell on the area, and arctic cold temperatures will keep it on the slopes. Hunter Mountain has 45 trails, serviced by seven lifts, open this weekend. Both Greene County resorts host youth events this weekend. Hunter begins hosting the "Mini World Cup" youth ski contests. Windham Mountain hosts the Catskill Mountain Series Slalom and Giant Slalom contests for all ages. Windham has 42 trails, with ten lifts, open, over 12"-50" of snow. In Columbia County, Catamount Ski has 25 of 34 trails, and five of six lifts over 10"-30" of snow, and no night skiing because of the extreme cold. Click here to play an audio verison of this report. WGXC Programming

Mark Weiner at syracuse.com reports that Syracuse-based NUAIR won federal designation to operate one of six national test sites for radio-controlled drone aircraft. On Jan. 3 the NUAIR alliance announced that New York City-based Flyterra has signed a deal to become the company's first customer. Flyterra wants to be a major operator of mini-drones providing high-resolution imagery for customers in the agriculture, mining, natural gas, and oil industries. "Flyterra -- whose slogan is "your business from above" -- announced in October a partnership with Delair-Tech to become the exclusive U.S. and Canadian supplier of the lightweight DT-18 drones," Weiner writes. NUAIR's test ranges will be based at Griffiss International Airport in Rome and Joint Base in Cape Cod, Massachusetts. Weiner also reports that Hancock Field in Mattydale, home of the 174th Attack Wing and its MQ-9 Reaper drones, will be part of this deal, and Fort Drum's Wheeler-Sack Army Airfield will also be included. The Air National Guard's 174th Attack Wing uses the Army airfield for its training missions with Reaper drones. Read more at syracuse.com.

The New York Council on the Arts announced last week that free103point9 Inc. (aka Wave Farm) was approved for a grant for equipment to add a carrier-current AM radio station to the Wave Farm property. The signal will not reach beyond the Wave Farm in Acra (it runs through a buried cable), so no license is necessary from the Federal Communications Commission. The facilities award will support fifty percent of the cost to expand transmission technology resources for the Wave Farm Residency Program, including the site-specific AM radio station, and installation of expanded WiFi and electrical connection points, as well as the acquisition of a professional radio console to expand the usability of Wave Farm’s WGXC Acra studio. NYSCA also announced support for East Durham-based artists LoVid (Tali Hinkis-Lapidus)’s “iParade,” and another project, Hans Tammen’s “Apheresis - for large electronic ensemble.” Wave Farm Residency program, and Study Center resource library, bring international artists who work with radio frequencies to Greene County. NYSCA Chair Aby Rosen, and Executive Director Lisa Robb said, "We are working hard with our partners in state government to broaden the impact and advancement of arts, culture and heritage activities throughout the Empire State. Your work is vitally important to the community development, economic, tourism and education benefits that are a result of investment of public funds in arts, culture and heritage programming.” Wave Farm Executive Director Galen Joseph-Hunter said, “We are grateful and honored to receive this support and acknowledgement by the New York State Council on the Arts (NYSCA). These grants will have a tremendous impact on our ability to support creative and community engagement with the transmission spectrum and media as an art form.”

The Daily Freeman is reporting Charles Bucca was sworn in as acting Greene County district attorney on Thursday, succeeding Terry Wilhelm, who vacated the office to become Greene County judge. Bucca joined the District Attorney’s Office in January 2000 and became a full-time assistant district attorney in 2002. He has served as chief assistant district attorney for the past three years. Bucca is a resident of Haines Falls. He will remain acting district attorney until the next general election or until the governor makes an appointment overruling the local one.

Joe Gentile is reporting in the Register Star Questar III Superintendent James Baldwin signaled support Mon., Dec. 30, for developing the cooperative's curriculum in support of Columbia County agribusiness. Baldwin said, “We have an interest in a career technical program we might develop that would be supportive of agribusiness technology." Todd Erling, executive director of the Hudson Valley AgriBusiness Development Corporation, defined agribusiness as any business related to agriculture or reliant on agriculture. Erling told the paper he thinks Questar has a natural opportunity to offer training for the next generation of farming. Twenty-two component school districts, with one non-component school district, in Columbia, Greene and Rensselaer counties participate in Questar’s shared educational services. Michael Hill reports for the Associated Press more people are leaving upstate New York than are moving in. The state is home to about 19.65 million people, but the state's slow growth is largely fueled by New York City. The population of the 53 counties of upstate New York was essentially flat, decreasing by 0.1 percent from 2011 to 2012, according to the latest county-level Census estimates available. Though there have been pockets of growth in the Hudson Valley and some other areas, many upstate communities grapple with a slow but steady loss of people. The loss of population is attributed to various factors including high taxes, lack of viable employment and the weather. At some point early this year, Florida is expected to surpass New York as the third most populous state, The Associated Press reports. Read the full AP story in the Times Union.

The Associated Press is reporting the New York State Thruway has been reopened to commercial traffic. The Long Island Expressway, which also was closed, was scheduled to reopen 8 a.m. Friday. Interstate 84 between the Pennsylvania and Connecticut borders also was scheduled to reopen to commercial and passenger vehicles at 8 a.m.

News10.com is reporting the following snow emergencies and closures have been announced:

The Thruway will be CLOSED between Albany and New York City from midnight until 5 a.m., Fri., Jan. 3. Interstate 84 will also be closed.

The Village of Athens has declared a snow emergency effective 8 a.m., Thurs., Jan. 2. Alternate side of the street parking regulations will be in effect. All vehicles must move to the opposite side of the street at 6 p.m. each day until streets are cleared or the emergency is lifted.

The Village of Catskill parking plan will begin at 8 p.m., Wed. Jan. 1. All vehicles should be parked on the even side of village streets from 8 a.m. to 8 p.m., and then parked on the odd side of the street from 8 p.m. to 8 a.m. Vehicles should continue to switch sides of the street every 12 hours, until all streets are clear. Effective Jan.1, there will be no parking on Main Street from Greene Street to Summit Avenue beginning at 8 p.m. to 8 a.m. The parking regulation will remain in effect each evening until snow has been cleared from the street.

No parking is permitted on the streets of Greenport beginning 12 a.m. (midnight) Jan. 1 until 12 p.m. (noon), Sat., Jan. 4.

Mayor William H. Hallenbeck Jr. has declared a snow emergency in the city of Hudson, effective 8 p.m., Thurs., Jan. 2. Beginning at 8 p.m., all cars must be parked on the odd side of the street for 24 hours. At 8 p.m., Jan. 3, all vehicles must be moved to the even side of city streets until the snow emergency ends at 8 a.m., Sat., Jan. 4. Snow removal will begin at 12 a.m. (midnight), Sun., Jan. 5 and continue for 12 hours; it will begin again at 12 a.m. (midnight), Mon., Jan. 6, and continue for 12 hours. In Hudson, Warren St. sidewalks should be shoved to the curb within 12 hours following the conclusion of the storm. The snow will fall at a rate of one inch per hour. A steady light snow will continue through the day Thursday and continue into Thursday night. The snow will become steadier and heavier across the entire region Thursday night, then taper off around sunrise, Friday. North winds of 5 to 15 mph, with gusts up to 25 mph are expected across the region. Temperatures will hover in the single digits and teens Thursday, falling to a range of 10 to -10 degrees, Thursday night. The wind chill values are expected to be between -10 and -25 into Friday morning.
