William J. Kemble reported in the Daily Freeman the Catskill Town Board is considering a request to expand a water district to include about a dozen properties on Embought Road. Under the proposal, about 3,700 feet of water lines would be extended from the village system that ends at Catskill Elementary School. Town Supervisor Joseph Leggio said expanding the existing district will require Greene County Health Department approval. Kemble also reported Town Board members have called for a review of the drainage system at Kaaterskill Manor to determine if there are violations of the approved site plan for the senior housing complex. At a meeting early last week, town officials learned stormwater runoff from the senior housing complex at 163 Jefferson Heights is bypassing a drainage system and eroding a neighboring property on Snake Road. The property owner told the paper there has been a problem with drainage since 1994, when the building was the Greene County Hospital. They estimate they have lost approximately 25 feet of lawn area along the width of their property, which has eroded into the Catskill Creek.

Katie Kocijanski is reporting in the Register Star the Faith Christian Academy held its official ribbon-cutting ceremony Sun., Feb. 9, with New York State Sen. Kathleen A. Marchione cutting the ribbon as board members looked on. The school is celebrating the opening of its Little Lions Learning Center, which originally opened back in September. The academy and learning center are ministries of the Calvary Assembly of God. The academy houses Kindergarten through 10th grade and 25 students are currently enrolled. The Little Lions Learning Center is for children aged 3 to 5 years old.

Melanie Lekocevic reported in The Daily Mail former Athens Fire Chief Peter Alberti has been endorsed by the Athens GOP for one of two available seats on the Village Board. Alberti will challenge incumbent Deputy Mayor, Democrat Gail Lasher ,and former Town Council member Phyllis Dinkelacker. Alberti is the only Republican running. Alberti served as fire chief for one two-year term, and is currently a captain in the department. He is a past president of the Greene County Firemen's Association and a deputy coordinator for Greene County Emergency Services. He is an employee of the Town of Athens Highway Department. Village elections are March 18.

Casey Seiler reported in the Times Union Gov. Andrew M. Cuomo on Fri., Feb. 7, announced the members of the Common Core Implementation Panel, a collaboration with the Legislature that will launch a review of the state's rollout of the educational standards. Criticism of the state Education Department's implementation of the Common Core has steadily increased, with many teachers and parents complaining about excessive testing and insufficient training. The 11-member panel will be chaired by Stanley S. Litow, IBM's vice president for corporate citizenship and corporate affairs and president of its International Foundation. The panel is charged with submitting its reform proposals before the conclusion of the legislative session. On Mon., Feb. 10, the Board of Regents is expected to hear from a panel of Regents members tasked with finding ways to get the implementation plans back on track.

The application would need to be filed, Waldman writes, "with the Federal Energy Regulatory Commission, which would have oversight of the project, said Richard Wheatley, a spokesman for Kinder Morgan, the company that has proposed the pipeline. Kinder Morgan has already begun approaching landowners in Massachusetts and will soon do so in New York, Wheatley said." The proposal (see Capital New York's image above) would connect to a pipeline in Schoharie County and continue to Berkshire County in Massachusetts. Andrew Cuomo in Albany Jan. 7, they unveiled “Reimagining New York for a New Reality,” a $17 billion strategy that, among other post-Hurricane Sandy storm-related projects, includes an upgrade to New York's weather warning system. The plan calls for, "building the most advanced weather detection system in the nation, with 125 interconnected weather stations to provide real-time warnings of local extreme weather and flood conditions." On Fri., Feb. 7, Cuomo unveiled $23.6 million in spending on updating the states weather detection equipment, and upping weather stations around the state from 27 to 125, with 17 higher-grade "profiling" stations. Nationally, the National Weather Service has 1,021 transmitters broadcasting local weather radio around the clock. Locally, five transmitters circle Greene and Columbia counties (see map above), providing all but the most mountainous area of Greene County with weather radio coverage. There has been a lot of snow so far this year, and, after snowstorms last week, the whole country is covered. The National Weather Service predicts a little more Sunday too. Windham Mountain has 38 groomed trails, 51 in total, with seven lifts running over 15-65" of snow. Local musicians Tas Cru and Sonny Rock perform there Sat., Feb. 8. Hunter Mountain also has seven lifts running, to 47 trails over 36-100" of snow. At Catamount Ski in Hillsdale, 33 of 34 trails are open, with four of six lifts running over 18-36" of snow. Paul Riismandel at RadioSurvivor.com reports that four months after ending production, the independent and non-profit daily "Free Speech Radio News" program returns online with new reports February 11. The full half-hour newscast is not returning, yet, but Administrative Coordinator Nell Abram said that the new site will feature brief daily updates. "We had a major funder come forward to finance a period of transition while we diversify our funding streams,” Abram said, explaining the return. The show, which aired weekdays on WGXC, shut down at the end of September when it ran out of funds as a result of being owed $198,000 by the Pacifica Foundation, which, as the program’s syndicator was also its primary funder. This donor, according to RadioSurvivor.com, asked FSRN to determine if affiliate stations could pay for carriage directly, rather than through Pacifica. (WGXC may not be able to afford the new rates.) Arthur Cusano is reporting in the Register Star the former Local Ocean facility has been sold. The new owner is Fortune Resources of Sante Fe Springs, California. Rehabilitation of the 31.5-acre facility, located on Route 9 in Greenport, has begun. The new enterprise will be known as the Hudson Seafood Company. Fortune Resource’s Chief Executive Officer Joseph Morreale told the paper he was not ready to provide additional details at this time, but that more information on the company's plans for the facility will be released in the coming months. In other business news, John Mason is reporting in the Register Star Phoenix Hudson, a manufacturer of plastic netting, has ceased operations and moved out of the former warehouse it occupied on N. Second St. in Hudson. Columbia County Planning and Economic Development Commissioner Ken Flood said the closure was caused by difficulties the plant was having with the machinery used to produce the fencing. Mayor William H. Hallenbeck Jr. said it would have been a good company for Hudson, because of its plans to employ up to 25 people. But he understood the three partners had irreconcilable differences. The building on N. Second St. formerly housed the Emsig button factory, which closed in 2001. Read both stories in the Register Star.

Kemble is reporting in the Daily Freeman the Catskill Town Board has heard again from senior citizens still upset about reduced hours for the Washington Irving Senior Citizens Center and its director. The latest confrontation came during a board meeting Tues., Feb. 6, when board members were told they had not provided a good explanation for the cuts. Resident Rosemary Graham said, “The general public must be told why the heart of the senior center is being forced out, and they must be told in complete specific detail." Town Supervisor Joseph Leggio said the operating hours at the center were cut at the recommendation of center director Anne Marie Moran. John Mason is reporting in the Register Star a consortium of social service organizations and individuals in Columbia and Greene counties, the Columbia-Greene Housing Coalition, are currently collecting information about homeless individuals and families in Columbia and Greene counties. The survey circulated by volunteers asks where people slept Jan. 31, in addition to seeking information about their general living arrangements and demographic data. In 2013, the survey identified 112 people as homeless, 29 of them children. Most were in temporary housing, but four people did not have shelter for Jan. 31. Melanie Lekocevic is reporting in The Daily Mail the Athens Democrats endorsed during its recent caucus incumbent Gail Lasher and Phyllis Dinkelacker to fill two open Village Board seats in the upcoming village elections. Lasher is currently serving as Deputy Mayor of the village. Dinkelacker is a former town councilwoman. Incumbent Village Trustee Herman Reinhold has declined to run for another term. Public News Service is reporting the time for state-mandated testing in New York schools is approaching and parents are choosing to have their children sit out the exams. The question is what to do with those students while the tests are going on. Mark Scheerer has the story: PLAY (1:50).

Sarah Kliff reported in the Washington Post pharmacy chain CVS said Wed., Feb. 5, it will stop selling tobacco products at its 7,600 locations across the United States, a move that public-health advocates hope will pressure other large drug store franchises to follow suit. The company plans to phase out all tobacco sales by Oct. 1. CVS executives said the decision could cost billions of dollars in revenue because cigarettes draw so many customers to their stores. CVS defines its pharmacies as full-fledged health-care providers. Its stores are home to more than 750 MinuteClinics, the country's largest chain of pharmacy-based health clinics, offering flu shots and diagnosis of common ailments like ear infections and strep throat. A snow emergency has been declared in the Village of Catskill, effective 8 p.m., Tues., Feb. 4. All vehicles should be parked on the odd-numbered side of village streets between 8 p.m., Tues. and 8 a.m., Wed. Vehicles should then be moved to, and parked on the even-numbered side of street from 8 a.m. to 8 p.m., Wed., and continue to be moved every 12 hours until the snow emergency is canceled. In addition, there will be no parking on Main St. from Greene St. to Summit Ave. effective 8 p.m. Tuesday. Vehicles that hinder snow removal operations will be ticketed and towed at the owner’s expense. Residents who usually park on Main Street are advised to use municipal parking lots.

The Register Star is reporting a snow emergency has been declared in the town of Greenport from 12 a.m. (midnight) Tuesday until 12 p.m. (noon) Thursday. No parking on streets will be allowed during that time and cars in violation will be towed.

Mayor William H. Hallenbeck Jr. has declared a snow emergency in the city of Hudson, effective 8 p.m., Tuesday. All vehicles must be parked on the odd-numbered side of the street beginning at 8 p.m., Tuesday, for a period of 24 hours. Vehicles should then be moved to the even-numbered side of the street by 8 p.m., Wednesday, where they should remain for 20 hours, until 4 p.m., Thurs., Feb. 6. Snow removal begins at 12 a.m. (midnight), Fri., Feb. 7; all cars must be parked on the odd-numbered side of the street until 12 p.m. (noon), Friday. Snow removal resumes 12 a.m. (midnight), Sat., Feb. 8; all cars must be parked on the even-numbered side of the street until 12 p.m. (noon), Saturday. Sidewalks should be shoveled to the curb within 12 hours after the storm concludes for Warren St.; within 24 hours of the storm's conclusion for the remainder of the city.
