WGXC and the Catskill Community Center are ending their three-year relationship as tenant and landlord, effective Aug. 31. One of three WGXC studios (the others are in Acra and Hudson) has been located in the front window of the Community Center since the station went on air in 2011, and the first web broadcast derived from there in 2009. WGXC's lease with the Catskill Community Center was established on July 1, 2011 and included automatic renewals for five successive 12-month periods, which means the lease extended to June 2017. In April of this year, the Center approached WGXC to renegotiate several of the terms of the lease. This was within their rights under the current agreement. The Center outlined several items, one of which shifted the rental terms from an underwriting trade plus utilities, to a proposed cash payment and a 200 percent increase in the utilities fee. After significant effort to work through many of the items, it became clear the financial pieces were not negotiable for either side. The Center recently experienced a funding cut and was looking for additional revenue, and WGXC's budget simply could not accommodate these new terms. Thus, WGXC agreed to terminate the lease Aug. 31, 2014. Then, this week, a press release written and distributed by the Community Center surfaced. That press release misrepresented these events to a staggering degree. The release, which included statements represented to be those of WGXC, was issued without the knowledge or participation of the station. No WGXC staff member made any statements for that press release. Prompted by receipt of that press release, The Daily Mail interviewed WGXC Station Manager Lynn Sloneker and Catskill-based programmer Harry Matthews, and ran a story June 13. WGXC is now looking to convert its radio equipment currently in use at the community center into a mobile unit able to broadcast from Athens, Greenville, Coxsackie, and other towns within the listening area.

The New York State Public Service Commission is seeking comment on a request by Time Warner Cable Inc. and the Comcast Corporation to transfer certain Time Warner Cable telephone systems, cable systems, franchises and assets to Comcast, with several public hearings this week. Under the proposed merger, Comcast would acquire 100 percent of Time Warner Cable’s equity in exchange for Comcast Class A shares. Comcast plans to retain all of Time Warner Cable’s existing assets in New York State. The company would become, by far, the country's top cable and internet provider. There is a June 16 public hearing at SUNY Buffalo, a June 18 meeting at SUNY Albany, and a June 19 meeting in New York City. Casey Seiler in Capitol Confidential reports that his television show with Matt Ryan, “New York Now,” a coproduction of WMHT and the Times Union, earned its second New York State Broadcasters Award in three years June 11, taking home the award for "Best Public Affairs Program" in a ceremony at the Waldorf Hotel in Manhattan. The winning episode, which aired last October, was shot and produced in the Adirondack Park. The program highlighted two important issues ongoing at the time inside the Blue Line: Constitutional Proposal 4, which resolved century-old title disputes between the state and residents around Raquette Lake, and the debate over whether to turn parts of the historic railroad tracks that run from Utica to Lake Placid into a multi-purpose trail. Producer and host Matt Ryan and videographer Brian Flynn teamed up for the Adirondack-themed program traveling from Utica to Old Forge, to Long Lake and Lake George. “New York Now” also won a NYSBA award in 2012 for Best Locally Produced TV Show for an episode that also won a state Emmy that year. The Cairo-Durham Board of Education Thurs., June 12, defeated a resolution to close the Durham Elementary School building on a vote of 5 to 3. Board members Robert Criswell, Eizabeth Daly, Carl Kohrs, Susan Kusminsky and Elizabeth Phillips, all voted against the building closure. In May, Cairo-Durham voters approved a budget based on a plan to close the school, though no official decision on the issue had been made at that time. All summer school programs were to be funded by the reallocation of the savings realized from the Durham building closure. Those programs will now be canceled as a result of the board decision, Thursday. A measure to designate a portion of State Route 23 as the "Honorable Donald Olson Memorial Highway," passed the state Senate Thurs., June 12. It is expected to pass in the Assembly, as well. The bill was sponsored by state Sen. Cecilia Tkaczyk. In a statement released by her office, Tkaczyk called Olson a selfless and dedicated public servant for the people of Greene County. "Renaming a portion of Route 23 in his honor is a fitting tribute that will remind us all of his commitment and of all he did for his community," Tkaczyk said. Olson, a retired clerk of the Greene County Legislature, died in an automobile accident last year. He also served as Prattsville Town Justice, and was a former volunteer firefighter with the Prattsville Hose Company for more than 25 years.

Jim Planck is reporting in The Daily Mail the Hunter-Tannersville Central School District will share Catskill Central School District’s cafeteria management beginning July 1. The Catskill Board of Education gave the plan the green light Wed., June 11; the Hunter-Tannersville board is expected to make its decision next week. The move to consolidate food services was made after the Hunter-Tannersville cafeteria budget reported a loss of approximately $50,000 per year for the past six years. Under the new contract, Catskill's Director of Food Service William Muirhead will work out of Hunter-Tannersville once a week and a new part-time person will be hired and assigned to work at both the Hunter and the Tannersville cafeterias. Kyle Adams is reporting in The Daily Mail the Albany Catholic Diocese has reportedly walked away from negotiations to sell the former St. Patrick's School in Catskill. Catskill Village President Vincent Seeley said Wed., June 11, the Diocese is not interested in moving forward with the proposal to turn the facility into a multi-use artist-based housing and studio complex. Seeley said in his opinion, the project is dead. Victor Cornelius said he and business partner Tom Judson were in late-stage negotiations with the Diocese when everything suddenly came to a halt early this week. Cornelius said they are keeping the offer on the table for the time being. Joe Gentile is reporting in the Register Star the Columbia County Board of Supervisors voted Wed., June 11, to approve the drafting and issuance of a request for proposal to solicit potential buyers for the county-owned Pine Haven Nursing Home and Rehabilitation Center. The resolution was passed by an overwhelming majority of the board. Supervisor Jeff Nayer of Copake called the decision a step in the information gathering process. "I don't believe we are bound by any RFP...," he said. According to the Pine Haven auditors, the county paid approximately $13 million to $14 million to support the 120-bed facility between 2007 and 2013. In a statement released following the vote, Commissioner of Economic Development Kenneth Flood announced the board's Pine Haven subcommittee will meet with a representative of the labor union Thurs., June 12. The union is expected to present cost-saving concepts for the subcommittee's consideration.

The Daily Freeman is reporting Greene County's annual household hazardous waste collection event will take place 8 a.m. to noon, Sat., June 14. Old oil-based paint, pesticides and other environmentally hazardous items that cannot be disposed of at the county’s transfer stations can be brought to the event for disposal. The event will take place at the Greene County Highway Department facility at Scott Lane, off State Route 9W in Athens. Proof of residency is required. 3 a.m. Live to Air "Live to Air" comprises an international compilation of artists' sound works. Forty-five artists, including Hank Bull, Marina Abramovic, Barbara Ess, Vito-Acconci, and others were invited to make a work for the context of Audio Arts with an approximate duration of five minutes. The medium of magnetic tape, and the processes and technologies associated with sound recording, now represent a significant and growing area of art practice that has, until now, been largely overlooked. This work has no form other than playback from tape, as opposed to the recording function being used 'passively' as a method of retaining an acoustic event, or acting as a strategy for other work. Furthermore, the processes of working with sound provide artists with similar manipulative, structural and ideological freedoms and possibilities to those normally associated with the traditional media such as painting, sculpture and collage. In many respects, this audial/technological 'space' is parallel to the physical space of a gallery, yet extends it through the potential of widespread dissemination inherent in the multiple production of cassettes and through broadcasting.

Kyle Adams is reporting in The Daily Mail state Senator Cecilia Tkaczyk is urging senate leaders to take action against a decision by the Federal Energy Regulatory Commission that is raising utility rates in the Hudson Valley. That decision created a new capacity zone for wholesale energy pricing that groups Hudson Valley counties, including Greene, with New York City counties. The change took effect May 1, and is projected to raise local electric prices by six to 10 percent a year. Tkaczyk said the plan will benefit downstate residents at the expense of millions in the Hudson Valley. In a letter to her Senate colleagues last week, the Duanesburg Democrat called on the leadership to hold public hearings to examine what could be done to mitigate the impact of the federal decision. Arthur Cusano is reporting in the Register Star a fire that broke out between two buildings in Cherry Alley in Hudson Tues., June 10, is under investigation. The incident left residents and businesses throughout Columbia County without Internet service. Hudson firefighters responded around 2 p.m. to the rear of two buildings located at 518 and 520 Union St. Fiber-optic cable and phone lines that ran across the buildings caught fire and were damaged, but power lines were spared. The cause of the fire is undetermined. The Hudson Police Department is overseeing the investigation. Read the full story in the Register Star.

Casey Seiler is reporting at Capitol Confidential SUNY Chancellor Nancy Zimpher is part of a new national coalition of college and university leaders that intends to support the implementation of the Common Core. Zimpher hopes the effort will fight the misinformation being disseminated about the national education standards. “One of the confusions is that this is a federal mandate — it is not,” she said Tues., June 10. “It grew up … through the states with the leadership of their governors.” Zimpher said remediation for newly arrived college students was a heavy burden on higher education institutions. She said too many universities are essentially teaching twice, re-teaching what students were intended to learn in middle or high school. Jim Planck is reporting in The Daily Mail the Catskill Town Board was briefed last week on the proposed re-use of St. Patrick's school as an artists-in-residence facility. The Studios at Catskill, as the project is known, calls for the conversion of the former school campus into a mix of artist residencies, studios, community usage spaces and more. Project sponsors Victor Cornelius and Thomas Judson said the financial feasibility of the project rests on a plan to sell approximately two-thirds of the 10-acre property as a building lot for residential development. Catskill Village Director of Community Development Nancy Richards said Mon., June 9, the project is in the very beginning stage and has not yet been scheduled to come before the village planning board. Concerns have begun to surface from neighbors of the former school, and many are expected to attend a meeting of the village board Wed., June 11 to make those concerns known to village officials. Joe Gentile is reporting in the Register Star the FAA has suggested the Columbia County Airport be reclassified into a category which would allow the county to operate with a much shorter runway safety zone than originally thought. The Board of Supervisors Airport Committee was informed last week the airport could be reclassified because the volume of jet traffic at the Ghent location was low enough to allow for the change. As a result, the current 1,000-foot runway safety area could be reduced to a 300-foot safety zone. Blogger Sam Pratt reported the FAA’s idea may still require the county to acquire navigation easements from the adjacent Meadowgreens property to secure against obstructions in the approach zone, however. Airport Committee Chairman Art Bassin said the committee is delighted with the new development. He is now awaiting a letter from the FAA confirming reclassification is a viable option.

The Daily Freeman is reporting the New York Department of Environmental Conservation and the New York/New Jersey Trail Conference have formed a partnership to protect natural resources and enhance recreation in the Catskill Mountain region. The Catskills Conservation Corps will work toward engaging more people in stewardship and outdoor recreation projects in the Catskills. The Trail Conference will recruit and supervise volunteers to perform various stewardship tasks in the Catskills. Read the full story in the Daily Freeman.

The Times Union reported the Harlem Valley Rail Trail was one of five new national recreation trails designated in New York Sat., June 7. Federal officials made the announcement in celebration of National Trails Day. The Harlem Valley Rail Trail includes a four-mile paved bicycle and pedestrian path extending under Mountain Road to Taconic State Park in Copake Falls. The 11-mile Harlem Valley Rail Trail in Dutchess County was also designated by the Secretary of the Interior and the National Park Service.

Melanie Lekocevic reported in The Daily Mail the Athens Citizens Development Committee presented its case against a proposed $1 billion West Point Partners power project to the Athens Village Board last week. Attorney Jerry Bunting said much of the group’s opposition to the project is based on the construction of the converter station and the route the underground cables would take. Athens Mayor Chris Pfister said he was opposed to the route as it currently stands, but other possible routes could be explored. Pfister said the village could profit from the project. ACDC would like the village board to adopt a formal resolution in opposition to the project.

Rick Karlin reported at Capitol Confidential the state's largest teachers union, New York State United Teachers, is adding to its ongoing lawsuit against the state’s property tax freeze. The union contends the school tax freeze instituted by Gov. Andrew M. Cuomo chips away at local control and is unfair to districts whose residents vote to exceed the cap. The union's motion to amend its 2013 lawsuit is now before the state Supreme Court. If the court goes along with NYSUT's argument, the case against the tax cap and the tax freeze credit program will be combined and heard at a later date.

Kyle Adams reported in The Daily Mail Mountain Jam celebrated its 10th anniversary this weekend. The anniversary was marked with a giant red “Mountain Jam X” sign high on Hunter Mountain. Often ranked among the country’s best, the festival lineup included The Allman Brothers, on their farewell tour, Bob Weir & Ratdog, Pretty Lights and the Avett Brothers. The event started Thursday night and ran through Sunday.
