District consolidation was once again the focus of conversation for the Cairo-Durham Board of Education during the meeting held Thurs., June 19. Board member Gary Warner Jr. explained his wish to revisit the question of K-5 consolidation during the board's reorganization meeting, scheduled to take place on July 1. Consolidation would result in the closing of the Durham school building. PLAY (4:44). Cairo-Durham Board member elect Robert MacGiffert also spoke, making the observation that the bulk of board meetings focus on space and transportation, not the quality of education provided by the district. Casey Seiler is reporting in the Times Union Gov. Andrew M. Cuomo and state lawmakers have reached an agreement allowing the state to move ahead with the creation of a medical marijuana system. The law eliminates smoking as a means of consumption, and gives the executive branch the power to shut down the system on the recommendation of the superintendent of the State Police or the Health Commissioner. The governor called it one of the most difficult pieces of legislation to be completed during his administration. The law comes with a seven-year sunset provision, and gives the Department of Health the power to regulate the trade and set prices. The state will extract a 7 percent gross revenues tax, with proceeds to be distributed to the counties in which the medical marijuana was manufactured and dispensed. Jim Planck is reporting in The Daily Mail the Catskill Town Board has voted upgrade its ambulance department to paramedic level. The decision was made Wed., June 18, following a discussion with Aidan O'Connor and Ron Rouse of Greene County Emergency Medical System. The town currently contracts with Greene County EMS for paramedic services. Rouse requested the board delay the decision for six months, to allow for the completion of cost estimates and until the county ambulance task force report is released. The total first year costs for the equipment and medical upgrade were estimated at a little more than $50,000. To transition one emergency medical technician to the paramedic level would cost the town roughly $43,000. The board vote to upgrade was unanimous. Read the full story in The Daily Mail.

The Daily Freeman is reporting the state Education Department has given final approval to an associate-degree program for medical assistants at Columbia-Greene Community College. The program will begin in the fall 2014 semester. The program’s development was funded through a grant from the State University of New York. According to the grant document, the largest area of annual average openings for high needs programs are in the healthcare fields. Data indicates there is a significant growing job market for trained medical assistants. The program could also be of interest to students who are in pre-nursing.

Rick Karlin is reporting at Capitol Confidential a small group of state Senators led by Health Committee Chairman Kemp Hannon released a task force report Wed., June 18, on how to combat the growth in Lyme and other tick-borne diseases. Lyme continues to pose a health hazard especially in eastern New York. Hannon noted that some 300,000 new cases of Lyme disease have been reported in the U.S. this year. Much of that activity was in the Northeast. The report calls for more research. There is also a proposed bill that would protect physicians who make Lyme disease diagnoses and prescribe long-term treatment, which can be controversial in medical circles. Sen. Kathleen Marchione was a member of the task force. Marchione represents Columbia County, which has some of the highest reported cases of Lyme disease not just in New York, but the United States. Kyle Adams is reporting in The Daily Mail the Economic Development and Tourism Committee of the Greene County Legislature voted Mon., June 16, to support the proposal to develop a casino at De Laet’s Landing in Rensselaer. The project is a joint venture of the Capital District Regional Off-Track Betting Corporation and Flaum Management Company, Inc. and partners. The project would build a casino on 23 acres located along the Hudson river with views of Albany. A casino in the Catskills/Hudson Valley district could bring in more than $600,000 in annual revenue for Greene County, according to an OTB representative. Community support is an important part of the development application, which is due June 30. Eight other counties have already passed resolutions in support of the project, as well as the city and county of Rensselaer. The full Legislature is slated to vote on the measure Wednesday night. John Mason is reporting in the Register Star Hudson Mayor William H. Hallenbeck Jr. has called on all appointed and elected city employees to join him in taking part in ongoing random drug testing. That testing is mandatory to some, but not all, city employees. Hallenbeck said Tues., June 17, “From the mayor on down, all employees should equally be held to the same standard.” Currently, city employees who are members of the CSEA and all employees holding commercial drivers licenses are subject to random drug testing. However, members of the Hudson City Police Officers Union and members of Common Council are not. Several aldermen and Common Council President Don Moore scoffed at the mayor's proposal. “I’m not going to be drug-tested,” Alderman John Friedman told the paper. “He’s not my father.” Read the full story in the Register Star.

The Associated Press is reporting Gov. Andrew M. Cuomo has rejected a newly amended bill that would legalize medical marijuana. Cuomo said Tues., June 17, he would not sign the bill into law if it passed both chambers of the Legislature, even as negotiations continued. State lawmakers amended the bill Monday, narrowly beating a deadline and setting up a possible vote by the end of the week. Cuomo said the bill still does not address some of his concerns, including banning smoking of the drug and requiring the program to be evaluated in five years. Kyle Adams is reporting in The Daily Mail the Greene County Ambulance Task Force is expecting the first draft of an analysis of its current operations by mid-July. The task force was appointed late last year to explore opportunities for building a better county EMS system. The group met last week with the consultant charged with analyzing response data for the past three years from each of the county's 14 agencies. Understanding that data will provide insight into how resources can be deployed. In addition to statistical information, the study will include surveys of each agency's demographics and operating challenges. This study, like all of the task force’s work so far, was funded by a grant from the Rural Health Network. The task force will next meet July 8 at the Greene County Emergency Services Building in Cairo. Read the full story in The Daily Mail.

Adam Clayton is reporting in the Register Star Columbia-Greene Community College will limit smoking areas on campus during the coming school year, and expects to have a smoke-free campus by the fall of 2015. President Jim Campion announced the plan Mon., June 16. Campion said the coming year will be used for education and preparation for faculty, staff, students and visitors. The smoke-free campus policy requires there be no smoking anywhere within the vicinity of campus, which includes parked cars. The college's Board of Trustees will officially act on the smoke-free policy in 2015. Read the full story in the Register Star.

Casey Seiler is reporting in the Times Union Fordham University law professor Zephyr Teachout announced Mon., June 16, she will primary incumbent Andrew M. Cuomo for governor on the Democratic line. Zephyr was rejected two weeks ago for the nomination of the Working Families Party in favor of Cuomo. Teachout was joined by her running mate Tim Wu for the announcement. Wu is a Columbia Law School professor and advocate for Internet neutrality. Teachout said she was not a fan of Cuomo's START-UP NY plan. That program grants tax breaks to companies that relocate to zones alongside public and some private higher education institutions. Teachout called it a trickle-down economic policy that really boils down to favors. Teachout cited the governor's decision to mothball the Moreland Commission on public corruption as an example of what she described as his habit of saying one thing but doing another. William J. Kemble reported in the Daily Freeman bridges in Greene and Columbia counties are included in a state request for Federal Emergency Management Agency funding. The funds will be used to reinforce bridge foundations against erosion. A list of the bridges was announced by the governor's office last week. The list included two bridges on state Route 23 in Prattsville over the Huntersfield and Schoharie Creeks; the bridge on state Route 42 in Lexington over the Westkill Creek; and one on state Route 296 over the East Kill. In Columbia County, the state is seeking federal repair funds for the bridge on state Route 9H in Claverack over the Taghkanic Creek and a second on state Route 22 in Hillsdale over the Roeliff Jansen Kill.

Jim Planck reported in The Daily Mail the Haines Falls Free Library, now known as the Mountain Top Library, has been awarded a $64,000 construction grant from the state to help with continuing renovations at the library's new larger facility located in Tannersville. The money will be used for interior modifications, including painting and trim work, shelving and other furnishings, as well as improvements to the building's exterior drainage. The funds are part of a $14 million capital fund appropriation for public libraries across the state.

The Register Star reported the county bridge on Atlantic Ave., or County Route 20, in Stottville will close on Mon., June 16 for major construction. It is expected to reopen sometime around Sept. 1.

Casey Seiler reported at Capitol Confidential a new Siena Research Institute poll finds incumbent Andrew M. Cuomo leading Westchester County Executive Rob Astorino in the race for governor, 57 to 21 percent. Cuomo has a better than two-to-one favorability rating, while Astorino remains unknown to more than two-thirds of New Yorkers, five months before Election Day. More than half of the voters surveyed want to see the state Senate continue to be led by a coalition of Democrats and Republicans after the election. Slightly more than one-quarter of voters surveyed said they are better off today than four years ago. A little little less than one-quarter say they are worse off and half say they are about the same.

Adam Clayton reported in the Register Star the Germantown Central School District announced last week the 2014 Germantown High School graduation ceremony will be broadcast via live stream on a dedicated YouTube channel. Board of Education member Tammi Kellenbenz said for many relatives, especially extended family, it is often difficult to attend graduation and praised the high school for making it easier for some to watch the ceremony. Board member Ralph DelPozzo will attend the annual event in person, however. This year will mark the 44th consecutive Germantown High School graduation ceremony DelPozzo has attended.

The easy-to-read screen comes with a privacy visor so it can be positioned directly in front of the patron with minimal impact or distraction to others nearby. Fred Ulrich, president of The Chatham Film Club, notes, “We are glad to offer these systems as we wish to ensure an enjoyable film-going experience for all of our patrons.” The Chatham Film Club, a 501(c)(3) member-supported non-profit organization, owns and operates the Crandell Theatre on Chatham’s Main Street.
