Jack Ross-Pilkington is reporting in the Columbia Paper the Stuyvesant Town Board is weighing options for upgrading the historic bridge over Kinderhook Creek in Stuyvesant Falls. One possibility is to replace the entire bridge at the cost of $4.5 million. Another option would replace the bottom portion of the bridge while retaining the historic upper structure, for $3.5 million. The bridge last underwent repair in 1992. It was estimated that work would last 50 years. A weight limit of 12 tons has been imposed on the existing one-lane bridge to prevent further wear on the span. Sam Pratt was the first to report Tues., July 8, on announced plans by Columbia Memorial Hospital and Albany Medical Center to affiliate for the purpose of providing "better coordination of care for residents of Columbia and Greene counties and greater operational efficiency for both organizations." Hospital officials stress the two institutions will remain distinct, Pratt reported. Writing in the Times Union, Claire Hughes put the plan into context alongside other recent healthcare couplings in the region. These affiliations are occurring as medical providers search for business strategies that will succeed in light of federal reforms and changing payment methods, according to Hughes. Under the plan Columbia Memorial will remain an independent system with its own corporate structure and governance. It will also keep its emergency department as well as walk-in primary care and specialty services. No changes in staffing are anticipated. Columbia Memorial will look to Albany Med to provide advanced treatments in areas like cardiology and neurology, and the organizations will facilitate the transfer of patients from one system to the other. The state Health Department must ultimately review the Albany Med and Columbia Memorial alliance.

William J. Kemble is reporting in the Daily Freeman the Catskill Town Board has approved an agreement with the village intended to smooth the way for a proposed sewer district extending from Jefferson Heights to Leeds. Town Supervisor Joseph Leggio said the agreement was needed before officials can approve the district. Under the $10 million plan, lines would run along a section of state Route 23B and serve approximately 390 residential parcels and 25 commercial properties. Under the approved agreement, up to 330,000 gallons of sewage will be discharged into the village system each day. Consultants expect the district can be formed sometime this year. Matthew Hamilton is reporting at Capitol Confidential gubernatorial candidate Rob Astorino was in Albany Tues., July 8, to announce a push to create a Stop Common Core line on the November ballot to go along with his Republican and Conservative lines. Independent nominating petitions to add the line to the ballot began circulating statewide on Tuesday. The petitions must be filed by Aug. 19. Astorino continued his assault on the Common Core standards, which he has proposed to repeal if elected. Astorino said that a new ballot line will offer anyone opposed to the Common Core a line to mark in the upcoming election. In addition to Astorino, other statewide GOP candidates would appear on the line, as well as any state legislative candidates who choose to join. Joe Gentile is reporting in the Register Star emergency personnel responded to the Flanders plant in Greenport. Mon., July 7, when a fire forced an evacuation of the facility. Flanders manufacturers air filters at the site, which is located just off of Worth Ave. No injuries were reported. Dennis Smith, general manager of Flanders PrecisionAire of New York, said damage was contained to a filter-producing machine on the work floor. The cause of the fire is under investigation. Smith said it may have been caused by a glue solvent or possibly a cleaning agent. There were approximately 110 employees on the work floor at the time of the fire. Kyle Adams is reporting in The Daily Mail judges from the national beautification program America In Bloom will return to Catskill in the coming weeks to evaluate the village’s appearance, from flowers and trees to historic buildings and parks. The program encourages beautification and revitalization. Awards are presented in various categories. Catskill will compete in the 4,500 to 10,000 population category against Belpre (BEHL-pree), Ohio; Brewton, Alabama.; Estes (ESS-tiss) Park, Colorado; and Greendale, Indiana. The village was entered into the contest by the volunteer organization Cultivate Catskill, with support from the village board and the Catskill Local Development Corporation. Last year, Catskill received a score of three out of five “blooms.” The village also received a special mention for historic preservation. In preparation for the impending visit, village residents and business owners are urged to pick up litter, pull weeds, clean up yards and porches, and make sure garbage cans are off the street. The Associated Press is reporting New York has become the 23rd state to authorize marijuana as a medical treatment. Under legislation signed into law by Gov. Andrew M. Cuomo, patients with one of 10 diseases will be able to get non-smokable versions of the drug. The law requires medical marijuana be ingested or vaporized. Detailed rules on how the drug would be administered will be worked out by the state health department. The New York program will be one of the most restrictive in the country. Thane Grauel reported in The Journal News a magnitude 2.5 "micro earthquake" was reported Saturday morning in the Hudson Valley not far from Peekskill. The quake struck at 10:46 a.m., approximately three miles beneath the Appalachian Trail in a heavily wooded area of Garrison, Putnam County. While most people in the area did not hear or feel a thing, those near the epicenter were startled into the streets, Grauel wrote.

Joe Gentile reported in the Register Star New Lebanon Town Supervisor Mike Benson last week submitted a brief email letter of resignation from the Columbia County Board of Supervisors Airport Committee. Benson is the second committee member to resign this year. Columbia Economic Development Corporation President Dave Crawford stepped down in April. Benson previously pronounced the work of the Airport Committee complete and said responsibility for the construction of the Columbia County Airport's safety zone now rests with the Public Works Committee, a committee he chairs.

Jim Planck reported in The Daily Mail the price of breakfast in the Catskill Central School District is going up. Students will pay an additional 25 cents beginning in September. Superintendent Dr. Kathleen Farrell said the increase was long overdue. The morning meal will now cost elementary students $1; at the middle and high schools it will cost $1.25. Farrell said the bagel and cream cheese and fresh fruit and French Toast sticks are among the most popular morning menu options.

Parry Teasdale reported in The Columbia Paper the first in a series of public meetings focused on the construction of new power lines in Ghent and Chatham will be held this week. The first of four local public meetings will be held 4 p.m., Thurs., July 10 at the NYSEG Chatham Service Center, located at 31 Dardess Drive in Chatham. The proposed 115 kilovolt line would run approximately 12 miles, most of it in Ghent, starting in Stockport and looping through Chatham. Settlement talks are slated to begin next month in Albany to find a way for NYSEG -- the New York State Electric and Gas Company -- to run the lines without disrupting local scenic views, historic sights and agricultural development.

Melanie Lekocevic reported in The Daily Mail Coxsackie Mayor Mark Evans recently announced a renovation of McQuade Park will soon be underway. The playground, located behind the village building on Mansion St., is a population destination for local families year round. McQuade was built by a team of volunteers 15 years ago. The renovation plan includes replacing the existing wood chips with rubberized chips, and the wooden playground equipment will be sanded down and refinished. The project will cost approximately $29,000, and is expected to completed by the fall.

The Associated Press reported a coalition of consumer groups, organized labor and elected officials says New York state’s telecommunication system is in decline. The group, which includes organizations like the AARP, Common Cause and the Working Families Party, has filed a petition with the Public Service Commission seeking a public review of the state's telecommunication system. In a statement announcing its petition, the coalition says landline telephone service has deteriorated and rates have gone up, while many upstate and rural communities are still without broadband service.

Parry Teasdale reports in The Columbia Paper that a series of public meetings in Ghent and Chatham will be held this week and throughout the month about new transmission power lines there. Teasdale reports that settlement talks will start next month in Albany to find a way for New York State Electric and Gas Company (NYSEG) to run new power lines through Ghent and some neighboring communities without disrupting local scenic views, historic sights, and agricultural development. The 115 kilovolt line would run about 12 miles, most of it in Ghent, starting in Stockport and looping through Chatham. New York State is proposing a separate major transmission power line project through other parts of Columbia and Greene Counties, and through the Hudson Valley. In this case, NYSEG now says in a notice published in The Columbia Paper that, "it may be possible to settle many or all of the issues in Public Service Commission Case 12-T-0248," a reference to the NYSEG proposal, which must receive approval from state regulators at the Public Service Commission. NYSEG now says the can operate at 34.5 kV, a lower power which only needs conventional utility poles that are already common along local roadways. The local meetings open to the public are:

The Daily Freeman is reporting some communities throughout the region will host parades and fireworks displays, among other activities, to celebrate Independence Day, even after July 4. Some of today's events are as follows:

Catskill: Fireworks will be shot off at dusk Sat., July 5, on West Main St., near Bridge Street, in the village.

Durham: A parade will step off at 11 a.m. Sat., July 5, and travel down Main Street (state Route 145) from Golden Hill Road to the Michael J. Quill Irish Cultural and Sports Centre. Fireworks will be at dusk.

Saugerties: Fireworks postponed from July 4 are rescheduled to be shot off at dusk.

Tannersville: A parade will step off from the car wash on Main Street at 3 p.m. Sat., July 5, and travel to the Village Hall and firehouse. Refreshments will be provided at the firehouse. Additionally, there will be music and craft vendors on Main Street from noon to 4 p.m., followed by a blues concert at 4 p.m. at the Orpheum Performing Arts Center. Also, a display of the area’s history will be exhibited at the Village Hall.

At Wave Farm in Greene County, Joe Milutus and Heidi Neilson are Artists-in-Residence this month. Milutis -- author of "Ether: The Nothing That Connects Everything" -- arrived July 4, and will talk on the air July 5. On July 26, Neilson leads an FM Antenna Building Workshop at Wave Farm, with participants leaving the workshop with a functioning indoor FM receiving antenna specifically engineered to optimize reception of WGXC 90.7-FM. Special broadcasts this month on Wave Farm Radio and WGXC 90.7-FM include the 2nd Annual Deep Listening Conference, live from Experimental Media and Performing Arts Center (EMPAC) at Rensselaer Polytechnic Institute (RPI). Organized by Deep Listening Institute, Ltd. Presented by RPI's School of Humanities, Arts and Social Sciences (HASS), RPI Arts Department and the Center for Cognition, Communication and Culture.

The WGXC Fundraising Committee meets at 6 p.m. July 8, at the WGXC Hudson studio, 704 Columbia St., floor 2, in Hudson. The group provides leadership with respect to fundraising events and major donor gifts for WGXC 90.7-FM. The Rip Van Winkle Amateur Radio Society is taking the summer off, but will be back with its next meeting Sept. 15 -- with a speaker about "Go Boxes" -- at the Churchtown Firehouse in Columbia County. The group also hosts an on-air weekly roundtable at 147.210, K2RVW/R.

The Daily Freeman is reporting communities throughout the region will host parades and fireworks displays, among other activities, to celebrate Independence Day. Some of the events are as follows:

Albany: New York State's Fourth of July Celebration, Empire State Plaza, Eagle Street and Madison Avenue, Albany. 2 p.m., Fri., July 4. The holiday celebration features live music from the Rascals, Gedeon Luke and the People, and Black Rock Zydeco, food, activities and the area's largest fireworks display.

Cairo: A parade will begin at 2 p.m. Fri., July 4, stepping off near the Hannaford store on Main Street and traveling to Angelo Canna Town Park. Following the parade, the Cairo Little League will hold a ceremony commemorating the 40th anniversary of the ballfield at the park, after which members of the Cairo police and fire departments will face off in a softball game. Music, vendors and activities also will be in the park starting at 2 p.m. Fireworks will be shot off at dusk.

Catskill: Fireworks will be shot off at dusk Sat., July 5, on West Main St., near Bridge Street, in the village.

Clermont: An old-fashioned Independence Day celebration will be held from 2 p.m. to 10 p.m. Fri., July 4, at the Clermont State Historic Site on state Route 9G. The day’s festivities will include 18th century crafts, re-enactors, music, entertainment and hot food. Later, live music and hot food will be available until the Saugerties fireworks begin at dusk across the Hudson River.

Durham: A parade will step off at 11 a.m. Sat., July 5, and travel down Main Street (state Route 145) from Golden Hill Road to the Michael J. Quill Irish Cultural and Sports Centre. Fireworks will be at dusk.

Kinderhook: Fourth of July People's Parade, Village Square, 6 Hudson St., 11 a.m., Fri., July 4. Decorate your car, stroller, wagon, garden tractor, bike — anything you can push, pull or ride with American pride. Parade steps off at the park on Rothermel Lane and ends in the Village Square.

Saugerties: A parade will step off at 11 a.m. Fri., July 4, from Saugerties High School on Washington Avenue Extension, wind through the village and end at the Cantine Field sports complex. The Cole Bros. Circus of the Stars will have two performances at Cantine Field, one at 2 p.m. and one at 5 p.m. Fireworks will be shot off at dusk.

William J. Kemble is reporting in the Daily Freeman supporters of an effort to brand Palenville as a tourist destination are confident the hamlet can attract visitors without becoming a burden on residential property owners. At a Town Board meeting Tues., July 1, community organizers sought to clarify a study released in April by students at SUNY Albany. That study promoted the potential economic benefits of focusing on tourism while retaining the community’s rural character. Town Board members last month heard from several Palenville residents who were upset by proposals to boost tourism in the hamlet. Read the full story in the Daily Freeman.
