Audrey Matott is reporting in The Daily Mail Durham town officials are considering the idea of creating a town reading room and community center. Town Supervisor William Carr Jr. laid out some of the possibilities under discussion during a meeting of the Town Board, Tues., July 15. Carr said there are two potential sites. The first, a section of the former Becker Electronics building and the second in the Hansel and Gretel building. The town would rent the space at a cost of $1,000 to $1,500 per month, according to Carr. The reading room would be outfitted with computers and provide residents with access to a high-speed Internet connection. Durham does not have a library, nor the funds to establish one. The project is in the preliminary stages. Carr said the next step is to thoroughly investigate the potential sites. Read the full story in The Daily Mail.

John Mason is reporting in the Register Star the Hudson Common Council Tues., July 15, overrode Mayor William H. Hallenbeck Jr.’s veto of the city's amended Mass Gatherings Permit Law with 69 percent of the vote. A two-thirds majority, or 67 percent, was required to override. The mayor vetoed the measure based on his objection to the increased period of notice and increased insurance for events requiring alcohol that will now be required by the law. Organizers must now provide 120 days notice of an event, instead of 60 days. The amended law was approved unanimously by the Common Council last month. Read the full story in the Register Star.

Matthew Hamilton is reporting at Capitol Confidential on the latest campaign filings in the 19th Congressional District race between incumbent Republican Chris Gibson and Democrat challenger Sean Eldridge. In a race where money has become a central theme, both Gibson and Eldridge have reported healthy war chests, Hamilton writes. Gibson raised more money in the second quarter than Eldridge, and more than he has raised in any quarter since his initial run for office. The Gibson campaign continues to criticize Eldridge for using his own money to fund the campaign. The Eldridge campaign emphasized the candidate's funds were used to match public contributions, and that he did not accept money from any political action committees. Vince Pecoraro is reporting in the Chatham Courier the Austerlitz Town Board is considering the purchase of land for the construction of a new town hall. The property of interest is located directly adjacent to the existing town hall building. Town Supervisor Robert Lagonia said the funds to be used for the down payment and purchase of the property are being donated to the town. Closing costs will be paid by property owner Martin Parker. The Town Board agreed to have the county inspect the septic system at the location. The town will purchase the property, as long as it is deemed usable. Read the full story in the Chatham Courier.

Audrey Matott is reporting in The Daily Mail the new Cairo animal control facility is now open. Town Highway Superintendent Robert Hempstead was responsible for the facility's development, which is housed in a former garage at the town's sewer plant. Captured dogs will be placed there while awaiting redemption by their owners. The facility includes four, 4-foot by 10-foot kennels. The interior work has been completed, and Hempstead is now advocating for a "phase two," which would include plans to create a covered outdoor run. Phase two could begin in the fall with Town Board approval. In a related piece of business the Town Board took steps last week toward implementing a dog control law. A public hearing on the law will be held Aug. 4 at Cairo Town Hall. Read the full story in The Daily Mail.

Emilia Teasdale is reporting in the Columbia Paper residents of the village of Valatie can now pay taxes and certain bills by credit card. The Village Board unanimously approved the measure and authorized the acquisition of a credit card machine last week. Village Clerk Barbara Fischer told the board the credit card fees would be paid by the cardholder, not the village. Residents can now pay property taxes, building permits and water and sewer bills by credit card. The village will use the GovPayNet service, which supports on site, online and telephone payments. A Flash Flood Watch issued by the National Weather Service in Albany for portions of northwestern Connecticut, western Massachusetts and east central New York, including Columbia, Greene, Dutchess and Ulster counties, remains in effect until 6 a.m., Wed., July 16. Multiple rounds of showers and thunderstorms will move across the region ahead of a cold front through late Tuesday night with rainfall totals of one and a half to four inches expected. Melanie Lekocevic reported in The Daily Mail the Greene County Industrial Development Agency has halted any potential development of the former American Valve site on Mansion Street in Coxsackie, pending further study. News of the decision was released by the IDA and has been confirmed by the Coxsackie mayor's office. The site is a former brownfield, and is being considered by a regional developer as the location for a subsidized housing project. State officials met with the IDA in June and determined soil samples would be studied to determine how much contamination remains at the site, putting the project on hold until at least the spring of 2015.

Marlise Cammer reported in the Register Star representatives from New York State Electric and Gas, or NYSEG (NIE-segg), held an open house for residents of Chatham and Ghent Thurs., July 10, to discuss a scaled-down alternative to the company's earlier high-voltage line proposal. The lower-voltage alternative would include the tap of existing lines in Stockport, two new parallel lines running approximately one mile to a new substation at Falls Industrial Park in Ghent, and the enhancement of NYSEG’s existing electric distribution system. The high voltage line idea was rejected by the public, a NYSEG representative said, so the company is now looking for alternative ideas. Open houses will continue throughout the month of July in Chatham and Ghent. The next meeting will take place 4 p.m., Thurs., July 17, at the West Ghent Volunteer Fire Dept. located at 74 Bender Blvd.

Kyle Adams is reporting in The Daily Mail Columbia Memorial Hospital is investing about $1 million in a new pediatrics center at the Greene Medical Arts facility in Jefferson Heights. The hospital has renovated the exterior of the facility's C-wing, gutted the interior and begun construction of the 4,500-square-foot pediatrics wing. The center is slated to open in mid-September. Columbia Memorial has invested approximately $10 million in Greene Medical Arts since it purchased the facility in 2012, with about half of that spent on capital improvements and renovations during the past year, according to William Van Slyke, Columbia Memorial's vice president of marketing and external affairs.

The Daily Freeman is reporting the three-day Hudson Project music festival came to an abrupt and early end Sun., July 13, as storms with heavy rain raked the concert site. Promoter MCP Presents suspended the show round 4:45 p.m. due to approaching bad weather. The remainder of the night’s performances were canceled three hours later. State police on Sunday announced dozens of drug arrests had occurred on and near the site of the festival over the weekend. Most of those arrested were released with court appearance tickets. The three-day festival opened Friday at the Winston Farm, which is located at state Routes 32 and 212 in Saugerties. Final attendance numbers have not yet been released by event promoters.

[caption width="250" align="alignright"] A walleye, from DEC website.[/caption]The Daily Freeman reports that the state Department of Environmental Conservation (DEC) checked more than 400 anglers in the Hudson River watershed this spring and ticketed 60 of them for fishing-related violations. “Operation River Run,” the DEC announced July 10, went into effect with the spring migrations of walleye, striped bass, shad, herring, young eels and other fish species in the Hudson watershed. Most violations were for fishing without a freshwater or marine license, or catching more than the limit of striped bass or herring. John Mason is reporting in the Register Star Hudson Mayor William H. Hallenbeck Jr. Thur., July 11, vetoed the city's amended mass gathering law passed unanimously by the Common Council last month. In a statement released Thursday afternoon, Hallenbeck stated the amendment was unnecessary and called the new law onerous to organizations. He said the new 120-day application deadline and the increased alcohol rider to an organizer's liability coverage imposed by the amended law were excessive. Hallenbeck also said the law now duplicates aspects of the process the mayor already has the authority to consider and control. Kyle Adams is reporting in The Daily Mail he Greene County Ambulance Task Force now has response time data and tentative performance goals in its possession. The group was appointed last winter to explore steps to improving the county's EMS operations. The draft report was presented to the task force Tues., July 8, by consultant Paul A. Bishop of the Center for Governmental Research in Rochester. The report contained detailed response-time data for most of the county’s 16 agencies and presented with Bishop’s initial recommendations for target response times. Currently, 90 percent of Advanced Life Support calls countywide are responded to within 22 minutes, according to the report. Bishop recommended the task force consider the county in two parts, mountaintop and valley, in designing a new EMS system, given the substantial demographic and geographic differences. The next task is to develop a deployment model detailing the number of ambulances, with what staffing and in what locations are needed to meet the target response times. The final report is expected at the task force’s next meeting on Sept. 9. Read the full story in The Daily Mail.

Hadden and Watson, as Wave Farm artists-in-residence in 2013, recorded dozens of local interviews for their "Wage/Working" project. The length of each interview was determined by the length of time it took the interviewee to earn a dollar. The jukebox lived for a year at the Cairo Library, and moved recently to the Athens Cultural Center, where it will be on display through Nov. 30. The artists hope that it will continue to travel throughout Greene and Columbia counties, according to the story in Metroland.

Joe Gentile is reporting in the Register Starf the U.S. House of Representatives has approved a joint amendment introduced by Representatives Chris Gibson and Sean Maloney to stop the Federal Energy Regulatory Commission’s new capacity zone for the Hudson Valley. The amendment, adopted Wed., July 9, as part of the Energy and Water Appropriations Bill, would prohibit funding for the zone. Proponents of the new capacity zone, which went into effect May 1, are hopeful it might spur the construction of more production plants below a bottleneck located slightly north of the Twin Counties where the delivery of electricity has become congested. The plan sparked outrage when it was learned it would increase residential electric bills. Congress has yet to vote on the full appropriations bill. Read the full story in the Register Star.

Joe Gentile is reporting in the Register Star Democrat Brian Howard, a former Chatham Central School District administrator, has formally announced his candidacy for the New York State Senate in the 43rd District. He is challenging incumbent first-term Republican Kathleen Marchione of Half Moon. Howard announced his candidacy Tues., July 8, outside the Lansingburgh Boys and Girls Club in Troy. The filing deadline for nominating petitions is Thurs., July 10. Howard has called for the suspension of the Common Core Standards and for the statewide restoration of education funding to pre-recession levels. He has also pledged his support for campaign finance reform and a fair minimum wage.
