Joe Gentile is reporting in The Daily Mail the cost of an education at Columbia-Greene Community College is going up. College president Jim Campion said last week the college's proposed 2014-15 budget calls for an increase in school tuition of three percent. Campion told the Columbia County Board of Supervisors Finance Committee three percent may seem significant, but that translates into a per credit hour increase of $5. Full-time tuition will grow by $60. During the 2013-14 school year, Columbia County accounted for 53 percent of the student population; 46 percent of enrolled students were from Greene County. Campion said overall enrollment at the college had increased in the last few years, but this is the first year when the numbers were relatively flat. He attributed the trend to declines in the overall number of students enrolled in the school districts located within Columbia and Greene counties. Although he also said the college’s part-time, adult education population has witnessed a decline, as well. Read the full story in The Daily Mail.

John Mason is reporting in the Register Star Hudson Police Police Commissioner Gary Graziano is calling for more surveillance cameras in the city's First and Second wards. Graziano told the Common Council Police Committee Mon., July 28, cameras placed at various locations within the city more than 10 years ago work well. Graziano said he would like to try placing a camera or two at First and Warren streets, and at Second and Warren streets. He called those areas troublesome. Police Chief Ed Moore said video cameras will also be installed in the police station. Those cameras will track police officers and the accused from the moment they are brought into the station, and then processed and released. Read the full story in the Register Star.

Brian Nearing is reporting in the Times Union a Texas-based energy company expects to file plans this fall with federal regulators on expanding a natural gas pipeline that runs through upstate New York. The expansion will allow the pipeline to transport hydrofracked gas from Pennsylvania into northern Massachusetts and Boston. The line passes through upstate, including Columbia, Rensselaer and Schoharie counties, and continues into Massachusetts near North Adams. The Houston-based Kinder Morgan's proposal should be filed in September with the Federal Energy Regulatory Commission. The company wants to begin construction in Jan. 2017 and have the pipeline operational by Nov. 2018. Opponents have been rallying against the expansion. Last week, a bike trip of college students against the project visited an existing Tennessee Gas gas pumping station in Malden Bridge, on the Kinderhook Creek. The project also has its supporters. Last week, the Associated Industries of Massachusetts, an industry lobbying group, came out in favor of the expansion. The group said low-priced natural gas could help reduce the region's higher-than-average electricity prices. Read the full story in the Times Union.

Michael Ryan reported in The Daily Mail residents of the town of Windham have begun the process of deciding how the town should spend a $3-million grant from the New York Rising Community Reconstruction Program. The funds awarded were part of a federal effort to assist areas hit hardest by Tropical Storm Irene, and hurricanes Lee and Sandy. A local committee has been formed to gather public input and to help prepare a final spending plan for presentation to the state. The projects to be considered are expected to focus on elements such as infrastructure, housing, economic development, health and social services and natural and cultural resources. The second in a series of the committee's four public sessions will be held Aug. 13 at the municipal building in Hensonville.

Matthew Hamilton reported at Capitol Confidential the Daily News reported Sun., July 27, seven families, including two from Rochester, will file the second legal challenge to the state's teacher tenure status, Mon., July 28. The families are backed by the Partnership for Educational Justice, an organization founded by former CNN journalist Campbell Brown. A group of New York City parents filed the state's first teacher tenure lawsuit in Staten Island Supreme Court in early July. The education advocacy group Alliance for Quality Education blasted the action, calling the lawsuits "bogus."

Emilia Teasdale is reporting in the Columbia Paper the Chatham Town Board has approved spending nearly $10,000 on a survey of the area leading up to the Albany Turnpike Bridge off of Route 295 in East Chatham. The survey is a follow-up to aerial photos outlining ideas for a redesigned, safer intersection leading to the bridge. The bridge was replaced by CSX Transportation last year. Several residents subsequently complained of limited visibility of vehicles approaching the bridge, especially from the incline that brings traffic off Route 295. The town will not see the results of the survey for several months.

Adam Clayton reported in the Register Star the Hudson Valley Smart Energy Coalition announced the launch of an informational website Fri., July 25. The coalition is made up of various organizations and municipalities potentially affected by the state’s plan to upgrade power lines through the Columbia County. The site, HVSEC [dot] org, presents a variety of information, including events, maps and news updates. Organizations and municipalities opposed to Gov. Andrew Cuomo’s State Energy Highway Blueprint plan to expand and upgrade power lines in the state united to form a coalition to pool resources in January.

Susanne Craig, William K. Rashbaum, and Thomas Kaplan reported in The New York Times the week's biggest New York political story, "Cuomo’s Office Hobbled Ethics Inquiries by Moreland Commission." In the lengthy July 23 story the paper has been preparing for three months about Governor Andrew Cuomo's recent decision to end the indpendent commission investigating state political corruption, the reporters, "found that the governor’s office deeply compromised the panel’s work, objecting whenever the commission focused on groups with ties to Mr. Cuomo or on issues that might reflect poorly on him." Cuomo was elected on a clean-up-corruption campaign, and appointed the Moreland Commission to root it out. At the time the commission was formed, he said they could investigate any state government official, including himself. But The Times story notes many instances where Cuomo's staff pressured the commission to back off, pulling subpoenas and punches. Comedian Jon Stewart made fun of Cuomo's thin-skin in a July 24 segment (embedded above). Read the full story in The New York Times.

Beginning Sept. 1, a WGXC satellite studio will be housed in the Carnegie Room of the Catskill Public Library. The library is located at Franklin and Bridge streets in the village. WGXC and the library are also initiating efforts to work collaboratively to develop new on-air offerings and provide workshops and trainings to the public. The Catskill library studio will replace the current WGXC facilites at the Catskill Community Center through Aug. 31. That studio will be broken down soon, and then new equipment may be purchased if a mini-WGXC Pledge Drive next weekend succeeds in raising the necessary funds. WGXC changed streaming computers at its transmitter site this week, removing an aging PC and replacing it with a Raspberry Pi computer (seen at left). Lee Azzarello installed the R-pi configuration.

Julia Reischel reports in The Watershed Post that someone has been selling firewood in the Ulster County infested with emerald ash borers, the destructive beetle that is destroying ash trees in New York, according to a press release issued by the New York State Department of Environmental Conservation. DEC spokesperson Charsleissa King declined to identify the firewood supplier who they caught from a tip. "We are not naming the dealer at this time," she said in a written statement about the Olive-based offender. The entire Catskills region is under an emerald ash borer quarantine, and the bugs have been found previously in Ulster and Greene counties. The quarantine prohibits moving infested firewood or logs from the place where they were found. Violators can be fined. Read the full story in The Watershed Post.

Joe Gentile is reporting in the Register Star the first DWI Victim Impact Panel to be held in Columbia County in almost 10 years is scheduled for Nov. 6. In a statement released Thurs., July 24, Columbia County Stop DWI Coordinator Reginald Crowley called the panels “a valuable tool” in helping to reduce the number of repeat drunk-driving offenders. The panels provide a forum for speakers to share the impact drunk driving has had on their lives, friends and families. Offenders pay anywhere from $50 t0 $75 to attend the panel. The program was jointly organized by the Columbia County District Attorney’s Office, Probation Department, Sheriff’s Department and the Hudson Police Department. Audrey Matott is reporting in The Daily Mail the 60th annual Greene County Youth Fair opened Thurs., July 24. The yearly celebration provides the opportunity for the county's children and youth to show off their accomplishments. The event is organized by the Greene County Agricultural Society. New York State Assembly member Pete Lopez was present for the kick-off, as was state Sen. Cecilia Tkaczyk. The fair includes a livestock area, poultry tent and goat tent. The Indian River Olde Time Lumberjack Show, Bubble Trouble, Bugs and Animals and Buffalo Barfield are among the shows offered during the four-day event. Arthur Cusano is reporting in the Register Star plans to create a mixed residential community for people with mental health issues and affordable housing tenants is moving forward as planned. The plan calls for the construction of a two-story, 66-unit building off Green Acres Road. Of the 66 units, 28 will be set aside for people with mental health issues and 38 will be open to the general public who meet the income requirements. The project plans are currently before the Greenport Planning Board. Representatives of the Mental Health Association of Columbia-Greene Counties and the project will attend the August meeting of the board, according to MHA Executive Director Jeffrey Rovitz. The planned development has met with opposition from residents who live in the Joslen Boulevard area where the building will be located. They have voiced concerns about diminishing property values, safety, drainage and traffic from the new development. The developers were asked by the board to hold another public meeting with residents before a public hearing is scheduled for the project. Read the full story in the Register Star.

Adam Clayton and David Lee are reporting in the Register Star severe thunderstorms tore south through Columbia County into northern Dutchess County, Wed., July 23, leaving residents without power and causing a fire in Red Hook. Lightning hit a tree there, starting a fire that jumped to a garage. The garage caught fire, leaving a hole about the size of an automobile in the middle of a side wall. In addition, lightning and hail from the storms were the cause of several power outages, most centered in southern Columbia and northern Dutchess counties. The storms were caused when two cold fronts moved through the state, according to the National Weather Service in Albany. Read the full story in the Register Star.

The Daily Freeman is reporting unemployment rates in the Mid-Hudson Valley and Catskills were sharply lower in June 2014 than 2013, the state Department of Labor said Tues., July 22. The Columbia County jobless rate last month was 4.8 percent, compared with 6.3 percent in the same month a year earlier, the department said. In Greene County, the unemployment rate fell from 7.8 percent in June 2013 to 6.1 percent in June 2014. The jobless rate fell at similar rates throughout the region. The statewide unemployment rate last month was 6.5 percent, down from 7.8 percent in June 2013. The lowest unemployment rate in the state last month was 4.2 percent in Hamilton County, in the Adirondacks. The highest rate was 10.8 percent in the Bronx.

In an interview with Ariel Zangla of the Daily Freeman, Tues., July 22, Democrat Sean Eldridge said he is committed to the Hudson Valley and wants to be an independent voice for the 19th Congressional District in Washington. During a wide-ranging interview, Eldridge said he was committed to the region, and to continuing his work with small businesses upstate through his firm, Hudson River Ventures, whether or not he successfully challenges incumbent Republican Chris Gibson of Kinderhook, in the Nov. 5 election. Eldridge said during his travels within the district he has heard a lot of frustration with Congress for its failure to take action on immigration reform, invest in education, infrastructure and high-speed Internet service. He is opposed to the natural gas drilling method known as hydraulic fracturing, or fracking, and has refused to accept campaign contributions from corporate or business political action committees. Eldridge said he is also an advocate for women’s health. Eldridge said he does not support New York’s SAFE Act, arguing that it was rushed through to adoption. However, he does support what he called common sense federal background checks for people purchasing firearms. On tax reform, Eldridge said he supports the idea that anyone making more than $1 million a year should pay at least 30 percent in taxes regardless of whether their money comes from investment income or capital gains. Kyle Adams is reporting in The Daily Mail various homes in Greene County will be repaired free of charge this week courtesy of Reach Workcamp youth volunteers. The teens come from all over the Northeast to spend one week providing free labor to help the elderly, handicapped and low-income residents complete home repairs and renovations. Organized by local churches, the volunteers provide weatherproofing, painting, and building or repairing porches, flooring and roofing. A total of 440 youths and chaperones are working on 36 homes in Acra, East Durham, Round Top, Cairo, Leeds, South Cairo, Cornwallville, Oak Hill, Durham and Purling this week.
