Joe Gentile is reporting in The Daily Mail the New York State Commission on Judicial Conduct has concluded its investigation of Robert Blain, former Prattsville Town Justice. Blain resigned during the conduct investigation, June 13. He has agreed not to seek or accept judicial office at any time in the future. The commission's scrutiny of Blain began in response to a state Comptroller's Office audit that uncovered multiple financial irregularities in court accounts. The audit found that during an 18-month period in 2011 and 2012, Blain and Town Justice Donald Olson failed to execute bank reconciliations properly or at all, deposit cash receipts in a timely manner and failed to enter all monies received into the court’s accounting system. Blain was appointed town court justice in Aug. 1987. He was subsequently elected, and served in the position for next 27 years. Blain is not an attorney. Read the full story in The Daily Mail.

William J. Kemble is reporting in the Daily Freeman opponents of hydraulic fracturing are increasing pressure for the Hurley Town Board to institute a ban on the controversial gas-drilling process and associated activities. The town has a proposed fracking moratorium on the table that would bar reviews of any applications for any new wells, projects or businesses involving the practices of horizontal or directional drilling or hydraulic fracturing. In Ulster County, fracking has been banned in the towns of Marbletown, New Paltz, Rosendale, Rochester and Woodstock. A statewide moratorium on fracking has been in effect since June 2008 in New York. Gov. Andrew M. Cuomo has said he would not decide whether to lift that moratorium until a health impact review launched in 2012 is completed. The Hurley Town Board conducted a public hearing in March on a proposed ban, but it has said it does not want to act amid the state review. Read the full story in the Daily Freeman.

Three stories based in Columbia County went viral in the past several days. The Marina Abramović Institute, which is projected to be opening in Hudson sometime this decade, put out a call for interns based in New York City. "Abramović raised over $660,000 for her institute on Kickstarter in June and recently 'collaborated' with Adidas. Yet somehow she cannot afford to pay people to work for MAI," wrote Jillian Steinhauer in Hyperallergic. That story produced many angry online comments with similar sentiments, as did The New Yorker with its "satire" "Sonny Rollins: In His Own Words." In the piece by an obvious false name "Django Gold," the Germantown-based legend is falsely-quoted as saying all sorts of terrible things about jazz he would never utter. The online kerfuffle led The New Yorker to add, "Editor’s note: This article, which is part of our Shouts & Murmurs humor blog, is a work of satire" at the top of the story, and Rollins to go live online Aug. 4 with the webcast (above) responding to the magazine. Also on Aug. 4, the Union Street Guest House, a small Hudson hotel, made The New York Post's Page 6 because it, "charges couples who book weddings at the venue $500 for every bad review posted online by their guests." "...there will be a $500 fine that will be deducted from your deposit for every negative review . . . placed on any internet site by anyone in your party," the tabloid quoted the Union Street's website, since changed. The boutique hotel needn't worry about bad online reviews anymore -- they have plenty. The Yelp site, for instance, was filled with hundreds new one-star reviews after the Post story appeared.

Ginsberg's Foods will pay one dollar for 33 acres of land valued at $280,000, Joe Gentile reported in the Register Star. The sale, as approved by the Columbia Economic Development Corporation Tues., July 29, does have certain conditions attached, according to the CEDC Executive Director Ken Flood. It has not been determined if the food distributor will pay taxes on the property, or not. The parcel in question is located on Route 66, across from Gerald R. Simons Industrial Park. It is partially located in Claverack and Ghent. Ginsberg's hopes to break ground in October for a new warehouse and maintenance facility. Once complete, the building’s total footprint will be approximately 300,000 square feet. The project has not yet been approved by the Claverack or Ghent Planning boards.

Jim Planck reported in The Daily Mail the town of Catskill will hold a public hearing on its proposed sewer district map and the accompanying report, 6 p.m., Tues., Aug. 5, at the town hall. The hearing this week is the next step in the process to formally establish the district. The proposed district includes all properties along County Route 23B from Leeds to Jefferson Heights. It runs from the Athens town line in Leeds down to the Catskill village border and the Route 9W corridor. The project is projected to cost $11 million, which includes the an upgrade to the village sewer system to handle the increased flow. The district map, along with the report, can be found online at TownofCatskillNY [dot] gov, under "Public Notices."

Bryan Fitzgerald reported in the Times Union on the types of weather events occurring in the Capital Region, the severity of the those events and where they are happening. According to data analyzed by the paper, approximately 5,700 significant weather events have been logged in the 11 counties that make up the region since 1996. The paper also found though the warming effects of climate change have been well documented, snow still disrupts day-to-day life in the Capital Region more frequently than any other kind of weather. The winter of 2014 was exceptionally cold, with a record number of instances of extreme cold, wind chill, freeze or frost documented. Extreme wind is the second most common weather event, and while most severe weather trends have increased in recent years, lightning strikes have decreased sharply. A map of severe weather events by county, including Columbia and Greene, can be found at Times Union [dot] com.

Public News Service is reporting consumer advocates say an FCC proposal for Internet fast lanes could slow down the Web for more than 60 percent of New Yorkers who use the Internet to download videos, among other tasks. Mike Clifford has the story: PLAY (1:49).

On Aug. 1, New York Governor Andrew Cuomo announded $36.2 million in grants for programs with direct services for crime victims. Community Action of Greene County received two grants totaling $166,676 to help all crime victims, and victims of domestic violence, in Greene and Columbia counties. Congressman Chris Gibson was among the representatives quoted in the press release, saying, “As a strong supporter of our local law enforcement and social services providers, I appreciate the state’s commitment to funding these vital programs. I am proud to advocate for the Violence Against Women Act and the Violence Prevention and Services Act, both of which provide crucial assistance to crime victims in Upstate New York. I will continue to push for robust funding of these programs and their continued authorization in Congress.” A total of 230 programs in New York offer assistance such as counseling and crisis intervention, advocacy, and legal help to those in need across all 62 counties.

New York Governor Andrew Cuomo signed a bill Aug. 1 closing a privacy law loophole to ensure that people who have had their image broadcasted without their consent will have a course of action under the law. Individuals will now be charged with unlawful surveillance in the second degree if they use a device to view, broadcast, or record another person engaged in sexual conduct without their consent, regardless of whether that other person's sexual parts were broadcast or not. Prior to this amendment, charges could only be brought against an individual if sexual parts were shown in the picture. The law passed both houses of the legislature as S1982C and A2053C, respectively. New York State Senator David Carlucci, a sponsor of the bill, said, "The Internet should not be a tool to humiliate or exploit others. With the rapid advancement of new technology, we need a 21st Century approach to our outdated surveillance laws. I want to thank Governor Cuomo for signing our unlawful surveillance bill into law today. This new law will deter individuals from using the Internet as a vehicle to humiliate or exploit others.”

Photo from New York State.[/caption]Benjamin Oreskes in Capitol Confidential, the Albany Times-Union's political blog, reports that Robert Freeman, the executive director for the New York State Committee on Open Government, was awarded this year’s Sunshine Award by the New York Society of Professional Journalists for his work for open government in the state. Freeman created New York Freedom of Information law, and has long fought for a broad definition of open government. He is considered a tireless advocate for transparency in government. “In the past, I’ve stood next to Pulitzer winners and such and asked myself, 'What am I doing here,’” Freeman said. “And I think it’s about a great deal of good fortune.” Read the full story in Capitol Confidential.

WGXC is packing up its gear at the Catskill Community Center this month, and moving its third studio into the Catskill Library. The station's goal is to move the necessary broadcast equipment into the Catskill Library, but also into an easy-to-move satellite station that can be used both there and for remote broadcasts from throughout Greene and Columbia counties. Tune in for this special weekend-long mini-pledge drive Aug. 1-3 to raise money for a few items to round out the WGXC remote broadcasting kit. Kyle Adams is reporting in The Daily Mail GOP candidate for lieutenant governor Christopher Moss toured the village of Catskill, Thurs., July 31. Moss is gubernatorial candidate Rob Astorino's running mate. During his tour Moss talked to local officials and business owners about the current economic climate and the challenges of doing business in the state of New York. The candidate visited several Main St. businesses, including Mahalo Gifts, Sweet Sensations Chocolate and the Bank of Greene County. Moss' visit was hosted by the Town of Catskill Republican Committee. Committee chairman Matt Luvera said Moss was interested in returning to see more of Catskill. Michael Ryan is reporting in The Daily Mail Tor Tryland, a veteran member of the Greene County Sheriff's Office has been sworn in as Windham's new police chief. Tryland took the oath of office Thurs., July 31, following a special town council meeting. Tryland's appointment fills the gap created by the retirement of Stacy Post in January, following her election as town supervisor. Tryland is a native of Norway. Before moving to the U.S. he worked as a customs inspector. Tryland joined the Sheriff’s Office in the mid-1990s, and promoted to Investigator in the early 2000’s. Greene County Sheriff Greg Seeley said Tryland is "down to earth and as honest as Day One. He’ll do an outstanding job." Read the full story in The Daily Mail.

Kemble is reporting in the Daily Freeman the state Department of Environmental Conservation has approved an early firearms season for bear hunting in the Catskills and western Hudson Valley. The early season will run from Sept. 6 to 21. It is part of a 10-year plan to reduce the number of complaints about interactions between black bears and people. State officials report there are between 6,000 and 8,000 bears across New York. More than one-third of those bears live in the Catskills. The newly approved plan says incidents of bear interactions with humans in New York more than doubled between 2006 and 2012. The new hunting plan states there are no non-lethal methods of reducing the number of bears. Read the full story in the Daily Freeman.

WGXC is packing up its gear at the Catskill Community Center this month, and moving its third studio into the Catskill Library. Our goal is to move the necessary broadcast equipment into the Catskill Library, but also into an easy-to-move satellite station that can be used both there and for remote broadcasts from throughout Greene and Columbia counties. Tune in for this special weekend-long mini-pledge drive to raise money for a few items to round out the WGXC remote broadcasting kit. Michael Ryan is reporting in The Daily Mail Windham Town Supervisor Stacy Post has been accused of impeding members of the Windham Police Department in the performance of their duties. In a July 14 letter to David Sherman Jr., the officer-in-charge of the department, a representative of the police union put the town on notice that Post's interference at numerous police scenes and investigations were not only wrong, but dangerous to police officers and civilians, alike. Post has allegedly inserted herself into police business on at least two occasions. Once in early May at the scene of a minor car accident on Route 23 in Durham, and again in late June when officers were investigating a call on Main St. in Windham. Post served as the town's police chief before she took office in January. State police investigators raided Post’s home and seized a computer from her town hall office in March. No charges have been filed. The investigation was handed over to the office of Columbia County District Attorney Paul Czajka (CHIA-kah) in April. That investigation is believed to be ongoing. The Windham Town Board will hold a special meeting on the union concerns over Post's conduct, Thurs., Aug. 7. Read the full story in The Daily Mail.

Public News Service is reporting a federal lawsuit charges the City of New York with failing to make sidewalks safe for New Yorkers with disabilities. Mike Clifford has the story: PLAY (1:59).

Diane Pineiro-Zucker is reporting in the Daily Freeman a 23-year-old Dutchess County woman fell 180 feet to her death on an unmarked section of the Kaaterskill Falls trail in Haines Falls, Tues., July 29. The body of Ariana Bedka of Wappingers Falls was recovered from a ravine Wednesday morning. The accident was the second fatal fall on the trail this year. In June, a woman fell a shorter distance and died later at Albany Medical Center. According to accounts, Bedka was wearing flip-flops and either leaned too far and lost her footing or just slipped. State Sen. Cecilia Tkaczyk (KAT-chik) toured the Kaaterskill Falls area with local officials Sun., July 27, to discuss the dangers of hiking on the trail if unprepared for its steep and dangerous terrain. In a statement released after the accident Tuesday, Tkaczyk urged all hikers to stay on the marked trails and to wear appropriate footwear when hiking.

Joe Gentile is reporting in the Register Star the Columbia Economic Development Corporation Tues., July 29, approved the sale of 33 acres of Columbia County-owned land to Ginsberg’s Foods. The parcel is located in the towns and Claverack and Ghent, and will be used for the company’s proposed expansion. The sale price was not disclosed. The food distributor hopes to break ground in October for a new warehouse and maintenance facility on Route 66, directly across from the Gerald R. Simons Industrial Park. Once complete, the building's total footprint will be approximately 300,000 square feet, and include nearly 300 car parking spaces and more than 160 tractor-trailer spaces.
