Ariel Zangla reported in the Daily Freeman the Greene County Legislature last week approved a new three-year contract with county sheriff’s deputies. The agreement is retroactive to the beginning of 2014, and offers a cost of living raise for each year of the contract, effective through Dec. 31, 2016. County Administrator Shaun Groden said the deputies are keeping their existing health insurance provider and plans. He said there is no change to service levels, but the deputies would be paying higher deductibles. The agreement also addresses a schedule shift change that occurred several years ago, Groden said. He said the sheriff’s office now schedules two, 12-hour shifts per day, rather than three, eight-hour shifts. Read the full story in the Daily Freeman.

The Associated Press reports in The Daily Freeman that the historic Opus 40 installation in Saugerties is being listed among the nation’s endangered landscapes this year by the Washington-based Cultural Landscape Foundation. The list of 11 sites, announced Wed., Oct. 22, includes parks, gardens, and land-based art threatened by demolition, neglect, or lack of funding. Artist Harvey Fite began working on the 6.5-acre installation in 1939 using rubble from an abandoned bluestone quarry. Fite died in 1976, in the 37th year of his creation, working on the earthwork, in a fall. Hurricanes Irene and Sandy damaged several portions of the site, two reasons for inclusion on this list. Jim Planck is reporting in The Daily Mail the Office of the State Comptroller's newly released audit of the town of Catskill found inadequate oversight of transactions at the Washington Irving Senior Center, in town purchasing practices, tax payments and establishing professional services. The Comptroller's Office scrutinized nearly 10 years of records and found the senior center director did not issue appropriate receipts for cash collected, and did not hand over funds to the town comptroller as needed. The auditors also determined equipment donations to the center were not properly acknowledged or recorded, and donations valued at nearly $8,000 could not be located. In the town's formal response to the review, Supervisor Joseph Leggio said the town would institute internal controls and "set in place procedures and policies with regard to purchasing, cash receipts, [and] inventory, and assure procurement policies are being followed." The Albany-Times Union reports at least 18 freight cars went off their tracks at the Selkirk Yard Wed., Oct. 22. In a separate incident, a CSX freight train struck and killed Brandon J. Lockhart, 19, of Leggs Mills Road, Lake Katrine on Tue., Oct. 21, The Daily Freeman reports. Bethlehem Police and CSX officials said there were no injuries after the 7:40 p.m. accident in Selkirk Yards in Albany County. All cars were upright and there were no leaks or spills of any hazardous materials, CSX spokesman Rob Doolittle said. Selkirk Fire Department Chief Bill Asprion told WNYT Ch. 13 that most of the cars were empty. Selkirk Yards is a 1,250-acre CSX train yard that can process over 3,200 cars per day, according to Wikipedia. In Ulster County, Police Chief Anthony Cruise said Lockhart was seen, “entering the railroad tracks just prior to the collision,” near the Leggs Mills Road crossing. A CSX spokesman said the Baltimore, Md.,-to-Massena, N,Y.-train did not derail, and there were no other injuries.

David Klepper is reporting for the Associated Press four candidates in New York's gubernatorial race debated a variety of topics in Buffalo, Wed., Oct. 22. While Democrat incumbent Andrew Cuomo traded insults and clashed with Republican challenger Rob Astorino over the economy and corruption, Libertarian Michael McDermott and Green Party candidate Howie Hawkins worked to gain attention, Klepper writes. Cuomo noted that Astorino, the Westchester County executive, has been questioned over a housing desegregation settlement and said his views are too conservative to lead the state. Astorino criticized Cuomo’s handling of the economy and government corruption. Libertarian Michael McDermott criticized the major-party candidates and urged voters to carefully consider their options. Green Party candidate Howie Hawkins, who came in third in the 2010 race, voiced opposition to hydraulic fracturing and said the state needs to raise the minimum wage to $15 an hour. Diane C. Lore in the Staten Island Advance reports that the New York State Board of Regents Oct. 20 approved new ways for high school students to graduate. The board approved alternate tracks including Career and Technical Education (CTE); Science, Technology, Engineering and Mathematics (STEM); the Arts; Bi-literacy (languages other than English); and the Humanities. They also established a two-year Global History and Geography course requirement and modified the design of the Global History and Geography Regents Exam. Regents Chancellor Merryl H. Tisch said the goals of the new options are to improve the state's less-than 75 percent graduation rate and increase the percentage of students who graduate prepared for college and careers, which is currently at 37 percent. The idea that is if a student is interested in engineering or the arts, they can be more involved in school in these specialized tracks. Read the full story in the Staten Island Advance.

Libertarian gubernatorial candidate Michael McDermott stopped by the WGXC Hudson studio Wed., Oct. 22 and spoke with host Ed Fertik on his way to debate Andrew Cuomo, Rob Astorino, and Howie Hawkins in Buffalo. McDermott, a former Republican, lost a race for Congress previously, in Long Island, as a Libertarian, and also served on the Hauppauge School Board in the 1980s.

Time Warner Cable News in Albany hosts the fourth and final debate between Chris Gibson and Sean Eldridge for the 19th Congressional District seat. That debate airs at 7 p.m., before the first, and so far, only gubernatorial debate. Andrew Cuomo, Democrat; Rob Astorino, Republican; Howie Hawkins, Green; and Michael McDermott, Libertarian; will discuss issues at 8 p.m. on public television stations around the state from the studios of WBEN/WBFO in Buffalo. Brian Meyer, the station's news director, will moderate along with Karen DeWitt of New York State Public Radio, Buffalo News political columnist Bob McCarthy, and Juan Gonzalez, a Daily News columnist.

Max Oppen is reporting in The Daily Mail Sen. Charles E. Schumer announced a $50,000 federal grant has been awarded to the year-round, farm-fresh food aggregator Field Goods. Schumer made the announcement at company headquarters in Athens, Tue., Oct. 22. “I’m visiting today because I know how impressive the company is, and the potential it has,” Schumer said. Field Goods is a local produce subscription delivery service that connects farmers to consumers. Each week, subscribers located from Saratoga to Yonkers receive a bag of fresh local produce at their workplace or at a pick-up location. The produce is selected based on supply, quality and variety. The grant is from the U.S. Department of Agriculture’s Local Food Promotion Program. Field Goods will use the funds to assist in the development of its web and mobile platforms. The Daily Freeman is reporting unemployment rates in the Mid-Hudson region were sharply lower in Sept. 2014 than Sept. 2013, the state Department of Labor reported Tue., Oct. 22. Four of the seven counties in the region had jobless rates below 6 percent last month. Columbia Co. had the lowest unemployment rate overall, at 4.6 percent, down from 5.9 percent the year before. Greene Co. reported a jobless rate of 5.7 percent, down from 7.4 percent in 2013. The statewide unemployment rate was 5.6 percent late month; the national rate was 5.9 percent. The report released Tuesday was issued five days after the Department of Labor said all counties in the Mid-Hudson region except Delaware and Sullivan had more jobs at the end of September 2014 than they did a year earlier. Unemployment rates can fall even when jobs are lost because the rates are based on people receiving unemployment benefits, not on the actual number of people out of work. Justin Riccobono of the Dutchess Hops farm in Lagrangeville and Hudson Valley Hops consulting group that helps build hops and grain farms, visted WGXC's Hudson studio to discuss local hops. On "The Hudson Valley Tap Show" with host Ken Landin of Crossroads Brewery Riccobono said he knows of 17 Hudson Valley hops farmers, and 25 breweries, and he explained the hurdles, handicaps, and helpful hints of local hops. Riccobono also discussed the Farm Brewery License that the state legislature passed in 2012, allowing brewers to have sample rooms. On Tue., Oct. 21, Governor Andrew Cuomo announced $17.6 million to protect more than 6,400 acres of farmland across New York State through the Farmland Protection Implementation Program, including a 212-acre Ancram dairy, and large farms in Brunswick and Hoosick in Rensselaer County. The program is funding $1,010,026 to the Columbia Land Conservancy, with $324,674 from Scenic Hudson Land Trust, to protect the Ronnybrook Farm dairy operation and milk processing facility from future development. In Rensselaer County, the Agricultural Stewardship Association gets $340,651 from the program and Scenic Hudson Land Trust contributes $113,551 for a land trust to permanently protect Brunswick's Homestead Farms, a 166-acre organically-grown vegetable Community-Supported Agriculture (CSA) operation that also sells grass-fed beef, pastured poultry and cut flowers. Homestead Farms helps to buffer the Quacken Kill, a stream that supports a spawning native trout population. The Agricultural Stewardship Association also is working in Hoosick with $42,215 from the program on a land trust that will lease the development rights for five years on the Berle Farm in Hoosick, a 604-acre farm operation featuring organic vegetables, beef, grains, popcorn, apples and dairy. Overall, the Farmland Protection Implementation Program, will help preserve 21 farms in 12 counties across the state, and bring the total acreage under the program to approximately 59,000 acres.

On the eve of the four-way gubernatorial debate in Buffalo, Green Party candidate Howie Hawkins called out incumbent Andrew M. Cuomo on his energy policies, asserting the Democrat is "as pro fracking as [Republican] Rob Astorino." At a press conference Tues., Oct. 21, Hawkins said he intends to question Cuomo Wednesday night about why his administration edited and delayed a federal fracking study in 2011. An investigation by Capital New York found administration officials had extensive communications with the study authors and asked they downplay or erase the original descriptions of environmental and health risks associated with the hydraulic fracturing process. Hawkins has indicated as governor he would direct the state Department of Environmental Conservation to take steps to halt fracking statewide, as an unwise energy choice and a threat to the environment, water and public health. In an editorial endorsing Cuomo's re-election, Mon., Oct. 20, The New York Times called Hawkins' candidacy "unrealistic," but noted his "ambitious ideas are useful goads to the governor from the left." Referencing the editorial, Hawkins was asked at the press conference what he hopes to convey during the debate with a statewide audience tuned in: PLAY (:46). The Buffalo News and WNED/WBFO of Buffalo will co-sponsor the hour-long candidate forum, which will be broadcast statewide on the PBS network, New York’s public radio stations, and streamed live at BuffaloNews.com, beginning at 8 p.m., tonight (Wed., Oct. 22). Candidates Cuomo, Astorino, Hawkins and Libertarian Michael McDermott are scheduled to participate.

The Sean Eldridge campaign Tues., Oct. 21, announced the Democrat candidate has reduced the lead held by his opponent, incumbent Chris Gibson, in the 19th Congressional District race. Gibson now leads Eldridge by 10 points, with 18 percent of voters still undecided, according to a statement released by campaign spokeswoman Sophie Friedman. The poll, conducted by Global Strategy Group between Oct. 16 and Oct. 19, had voters split 46 percent for Gibson and 36 percent for Eldridge. The Eldridge campaign contends Gibson's lead has been reduced by half over a survey done three weeks ago. However, a poll conducted just last week by Public Opinion Strategies for the Gibson campaign showed the two-term Congressman led his challenger by 26 points, 56 percent to 30 percent. That survey also found district voters have a strong personal opinion of Gibson, 62 percent favorable versus 19 percent for Eldridge. Election Day is Nov. 4.

Ariel Zangla reports in The Daily Freeman the Greene County Legislature approved a one-year contract with Greene County Emergency Medical Systems to continue offering paramedic services to 13 local towns. The county pays Greene County Emergency Medical Systems $1,043,120 for services in 2015, under the contract. Halcott is the only town in Greene Co. not included in the agreement. Halcott contracts with a paramedic provider in Delaware Co. “The town of Catskill has decided at the last minute to stay within the coalition,” Greene County Administrator Shaun Groden said. Groden noted the town considered upgrading their service to advanced life support levels. Read the full story in The Daily Freeman.

John Mason is reporting in the Register Star 42 people gathered at Four Brothers Pizza, Mon., Oct. 20, and expressed their support for the Berkshire Mountain Club’s four-season resort proposed for the Catamount Ski Area. Susan Delamare, Catamount’s rental shop manager, lead the meeting. She said there were 10 other Catamount employees present. Delamare said the hope is to get the Copake Zoning Board of Appeals to re-vote. Last month the ZBA deadlocked two-to-two on whether to approve a special permit for the club. That vote effectively halted plans for the $80-million, four-season resort, because the law requires an affirmative vote of a majority of board members for permit approval. The group Monday, agreed to send letters voicing its opinion to the ZBA, the Town Board and the Ethics Board. If the ZBA does not choose to revisit the tied vote, developer Harry Freeman can file an Article 78 action to appeal the zoning board’s decision. The ZBA is scheduled to meet Thurs., Oct. 23. Fredric U. Dicker reports in The New York Post Republican Assemblyman Steven McLaughlin, of Rensselaer, on Oct. 17 filed a complaint with the Joint Commission on Public Ethics (JCOPE) and the state Board of Elections alleging ethical violations were made by Gov. Andrew Cuomo while recently promoting his new book. Some background: Cuomo, though campaigning for re-election, has spent little time interacting with voters, and more time shilling his book on talk shows. McLaughlin, who represents parts of Columbia County in the Assembly, has spent much of his time in Albany making snarky tweets about Cuomo. Dicker, who also hosts an Albany-based radio show, fights with the Cuomo administration over interview access, with Dicker losing out lately to a rival radio show. McLaughlin's complaint alleges that maybe state police pushed away a citizen asking Cuomo a question about the Moreland Commission on state corruption at a book signing. And that Cuomo's appearance last week on "The Late Show with David Letterman," where he read a top ten list with a joke about Coxsackie, violated ethics laws by a payment of an “impermissible gift," of $750,000 since, “CBS recently negotiated with Gov. Andrew Cuomo’s office a tax break for the ‘Late Show’ of at least $16 million,’’ reads the complaint, a copy of which was obtained by The New York Post. Dicker writes about McLaughlin's charges for 17 paragraphs before getting to, "A Cuomo spokesman, Rich Azzopardi, responded to McLaughlin’s filing by saying, 'Pure and simple, this is a crackpot complaint devoid of facts or merit.'"
