Bethany Bump is reporting at Capitol Confidential several dozen educators from across New York have penned an open letter to Gov. Andrew M. Cuomo’s Common Core task force urging the 15-member panel to improve the learning standards, not dismantle them. High Achievement New York, a pro-Common Core group of parents, teachers, business and community leaders, released the letter Thu., Nov. 5. The group called a decision to dismantle the learning standards disastrous for educators and students. The educators wrote, "...it would send a terrible message to students. We would be telling them that if something worthwhile is hard to get right, it should be abandoned rather than doing the hard work of improvement.” The task force will host simultaneous public hearings on the standards at five different locations across the state Fri., Nov. 6. Jim Planck is reporting in The Daily Mail the Catskill Town Board opened the public hearing on its 2016 preliminary budget Wed., Nov. 4. The hearing will conclude Fri., Nov. 13. The additional time is to allow both the board and the public the opportunity to further review the town's spending plan for next year. Total appropriations, including all lighting, hydrant, and sewer districts, is $5.9 million. The board's challenge now is to keep the tax levy increase under the state-mandated limit. Town board member Gary Carlson suggested all medical coverage for part-time, elected officials be eliminated as a cost-cutting measure. Bill Mahoney in Politico New York reports that, thanks to special elections Nov. 3, 26 percent of representatives in the legislature in Albany are now women. That's the most female representation in the Senate and Assembly of all time. This week there were five special elections for seats vacated by male legislators who had either been convicted or left office voluntarily. Democrats ran five women and four won. The first woman to head one of Albany’s legislative conferences, Senate Minority Leader Andrea Stewart-Cousins, said, “I am pleased that we now have more women in the State Legislature than ever before. Unfortunately, women make up under 30 percent of the State Legislature despite being over a majority of New York’s population. We need to continue the progress we've made and encourage more women and pro-women candidates to run for office,” she said. The story also notes that last year Governor Andrew Cuomo created the Women’s Equality Party, and eight of the 12 state-level candidates on the party's first ballot line were men. Paul Grondahl reports in the Albany Times Union that Metroland, the Albany-based alternative weekly, did not publish Nov. 5, the first Thursday in 38 years without an issue. On Nov. 3, Metroland's office and property were seized by state tax officials for nonpayment of taxes. For the past year the 40,000-circulation weekly had been printed at the Times Union plant with payment demanded upfront. Editor and Publisher Stephen Leon says they may be able to continue online, and has outside hopes of pulling off some other way to bring back the paper. John Mason is reporting in the Register-Star the Hudson rail station is the third most used Amtrak station in the state of New York. The station's ridership has increased approximately 12 percent in three years. In the past year, nearly 197,000 passengers passed through the station. The Hudson stop barely nosed out Rhinecliff in Dutchess County, but comes in far behind the New York City and the Albany-Rensselaer stations in use, according to Amtrak statistics. Hudson was ranked 53rd among the 530 Amtrak stations nationwide. Ann Cooper, the Columbia County tourism administrator, said, “Clearly the Hudson Amtrak station continues to gain ridership. Jim Planck is reporting in The Daily Mail the Catskill Board of Education Wed., Nov. 4, formally appointed Annemarie Barkman as the district's interim superintendent. Barkman replaces Kathleen Farrell, who was placed on administrative leave by the board last week. At the meeting Wednesday, board president Andrew Jones read a prepared statement in which he stated Farrell was "on leave for personal reasons." Jones said "no permanent employment decisions have been made." He promised to provide public updates on the situation as information becomes available. The board did not take questions or comments from the public during the meeting. Jones said public comment would be heard at the regular board meeting on November 18. Jimmy Vielkind is reporting at Politico New York a coalition of business groups has announced its united opposition to a proposed minimum wage increase. The groups say the wage hike will cause job losses upstate. Speaking at a press conference in Albany Wed., Nov. 4, the groups said they intend to counter the argument that increasing the minimum hourly rate to $15 will help erode income inequality and inject spending into the economy. The coalition includes the National Federation of Independent Business, Farm Bureau and more than a half-dozen regional groups. At the event Wednesday, Kathy Muncil, CEO of the Fort William Henry hotel and conference center in Lake George, said the minimum wage increase to $8.75 this year led her complex to decided against opening a restaurant. Art Price, who runs a Roto Rooter franchise in Binghamton, said the increase will prompt him to raise his prices by 30 percent. Price said, “This is nothing more than an increase in the state welfare program,” although it “circumvents” actual government assistance. A Cuomo spokesman, Rich Azzopardi, said a majority of New Yorkers and dozens of elected officials support a minimum wage hike. He said, “If you work full time you shouldn’t be condemned to a life of poverty." National Federation of Business executive director Mike Durant said the coalition wants to send the message to the Legislature that the business community is largely united and engaged on the issue. Matthew Hamilton in Capitol Confidential reports that a coalition of business, labor, education, and other upstate groups are unifying together to demand the equitable funding for upstate transportation. On Nov. 4, 46 groups sent a letter to Cuomo calling for a more funding from the state Department of Transportation. “A fully funded 5-year capital plan for the New York State Department of Transportation will be a significant step toward rebuilding and modernizing New York’s state and local transportation infrastructure, creating jobs and sustaining economic development,” the group's wrote to Cuomo. “For each $1 billion invested in infrastructure, some 28,000 jobs are created or supported. The entire system of roads and bridges requires a long-term commitment to ensure that the needs of our ailing infrastructure are met.”

Bethany Bump reports in the Capitol Confidential blog that Governor Andrew Cuomo claims he wants public input in changing the Common Core education program in Albany. The proof: he's holding public input sessions that he announced at the last minute and is holding during the workday to make sure the public could give input. "The locations were made public... just three days before the meetings — a move many now consider the state’s modus operandi when it comes to implementing education reform," Bump writes. There are several simultaneous public sessions, and the closest one is from 3-5 p.m. at the Crossings of Colonie at 580 Albany Shaker Rd. in Loudonville. U.S. Senators Charles Schumer and Kirsten Gillibrand announced Tue., Nov. 3, nearly $700,000 in federal funding for the Hawthorne Valley Association. According to a joint statement issued by the senators, the funding will be used to "create a training pipeline for farmers with less than eight years experience as a means to either start their own farms or to scale up existing operations." The project is called "Filling in the Gaps." It will provide training for farmers based on experience, and will include aspiring farmers from "socially disadvantaged and veteran communities." The funding is allocated through the U.S. Department of Agriculture. "We are thrilled to have the USDA's support to enable us to offer our farmer training to underserved populations in the Hudson Valley...," said Martin Ping, executive director of the association. Ping is also a member of Gillibrand's Agricultural Advisory Committee. Researchers from Grow NYC, the Bard Prison Initiative Re-entry Program, Soul Fire Farm and the Black Urban Growers will collaborate on the project.

Governor Andrew Cuomo announced Mon., Nov. 2, the results of the annual Child Passenger Safety Week seat check. Of the more than 900 seats inspected, state technicians found that only 112 of the seats were installed correctly. "The sheer number of incorrectly installed seats found during these recent events is truly eye-opening," Cuomo said in a statement released by his office. The inspections are coordinated by the New York State Governor's Traffic Safety Committee in cooperation with state and local law enforcement and community safety organizations. According to the National Highway Traffic Safety Administration, car crashes are a leading cause of death for children under 13 years of age. Child Passenger Safety Week is intended to raise awareness of the importance of the proper use and installation of car seats. National Seat Check Saturday was held Sept. 19.

Roger Hannigan Gilson is reporting in the Register-Star the Hudson Police Department hopes to install an additional surveillance camera at the intersection of Warren and First streets. Hudson Police Commissioner Gary Graziano said, "I've been very clear in the past, the Hudson Police Department does not mind cameras." He said the department would install cameras citywide if the Common Council would approve the funding. There are currently four police cameras located within the city proper, and several at Oakdale Lake. Police often access privately owned cameras, as well. Alderman Nick Haddad, who represents the First Ward where the new camera would be installed, said he was in support of the move. He said, some "bad eggs" had "made it tough for all of us." Casey Seiler in the Capitol Confidential blog in the Albany Times-Union reports that state Department of Taxation & Finance officials seized the offices and property of Metroland, an Albany-based alternative weekly newspaper, for non-payment of taxes on Nov. 3. Stephen Leon, Metroland’s editor and publisher, told Seiler that as of the afternoon of Nov. 3, the paper had not yet decided how to react. “I’m not going to have much to tell you at this point,” Leon said. Robert Cairns reports in The Watershed Post that the Delaware County Board of Supervisors updated the county's ethics policy at an Oct. 28 meeting, but has not added a local ethics board. New York State Comptroller Thomas DiNapoli earlier this year complained that county officials were not disclosing their conflicts of interest or filing financial disclosures. “It's being portrayed out there that we're not dealing with any of the issues,” Hancock Supervisor Sam Rowe said. “We're not ignoring the comptroller's report.” The board had indicated it might add an ethics board, but has not taken that action.
